Mayor Bryan Shock called the October 11, 2018 Village of Attica Council meeting to order at 7:31PM.

Roll Call: Nate Frisch, George Yakoubian, Louie Sanders, Ed Treft, and Kirk Stanfield.

Others present: Chief Turner, Administrator Greg Martin, reporter Bonnie Daniels, and resident’s M/M Lance Drummond.  

Approval of Warrants: Motion by Councilman Yakoubian, seconded by Councilman Frisch to approve the warrants for payment. Vote: 5-0 Motion carried.

Approval of Minutes: Motion by Councilman Frisch, seconded by Councilman Sanders to approve the minutes. Vote: 5-0 Motion carried.

Written & Oral Communication: Justin VanAlstine was sworn in to Council office by Mayor Shock.

James Schumacher and Leroy Shade from the Legion announced they are going to turn over the land next door over to the village of Attica. On October 18th there will be a demolition celebration at 5:30 pm when the land will be officially become property of the Village of Attica. The Legion is interested in possibly helping with the building a veteran’s memorial on the open space next door. Mayor Shock stated there may be someone interested in putting up a gazebo in the open space next door as well.

Mrs. Gail Miller is the contact for the Venice TWP wind power project. She wanted to update us on the wind power project. Mrs. Miller stated that 2 of the county commissioners are pro wind and hired an attorney at $480 or more per hour using the tax payer’s money to represent them at the Ohio power sighting board adjudicatory hearing. She also stated it takes all 3 commissioners to sign the waiver for republic wind to proceed. Right now they are at a standstill. Mrs. Miller brought us some maps to show the locations where the turbines are supposed to go and read information about the wind turbines meeting at Camden Falls on Tuesday October 16th at 5:30 pm.

Public Safety: Mr. Miller stated his concern about the speeding traffic coming into Attica. Chief Turner expressed that they are understaffed and are unable to keep up with demand due to lack of funds and manpower.

The state has not replaced their signs about the engine brake coming into Attica. The Mayor stated that there is a company out of Massachusetts with the same name as the signs and they need to be replaced.

Streets & Properties: 2 trees were taken down today - 1 at 305 N Main Street and 1 at 216 W Tiffin Ave. Also 1 tree put down at Honey Creek Park.

Parks: Windows are ordered for the concession stand in the park.

Zoning Commission: Councilman Yakoubian would like to review the zoning maps for the Village of Attica’s boarders. We still have an issue with the real estate property at the woodwinds. The bill for the taxes has been given to the Solicitor and he should be taking care of this.

Unfinished, Old Business and New Business: 2nd Read Ordinance # 2018-11 to refund seven years (2012-2018) of sewer enterprise usage rate overcharges and to establish a maximum sewer rate for 2019.

Motion by Councilman Sanders, seconded by Councilman Yakoubian to adjourn the meeting. Time: 8:24PM. Vote: 5-0. Motion carried.
