Mayor Bryan Shock called the August 23, 2018 Village of Attica Council meeting to order at 7:36PM.

Roll Call: Nate Frisch, Kirk Stanfield, Ed Treft, George Yakoubian and Louis Sanders. Others present: Chief Turner, V.A. Greg Martin, Solicitor Rick Palau, Officer Jason Bush, reporter Bonnie Daniels, and resident’s M/M Lance Drummond.  

Approval of Warrants: Motion by Councilman Yakoubian, seconded by Councilman Sanders to approve the warrants for payment. Vote: 5-0 Motion carried.

Approval of Minutes: None

Written & Oral Communication: Gail Miller read a document about the potential impacts to the roadways from the wind turbines. Please see attached documents. Richard Miller also had some comments about the wind turbines and would like to get everyone to go to a meeting at 7:00 pm Monday the 27th.

Public Safety: Chief Turner applied for a grant with the Ohio Attorney General partnered with BWC for 5 bullet proof vests. The BWC will pay a portion for the vests. We need to come up with a 25% match. Already summited the application. There were 25 kid id’s handed out at the Attica Fair. Literature on gun safety was handed out at the Attica Fair. The Willard Mercy Hospital handed out numerous bicycle helmets to kids. Overall no big problems at the Attica Fair this year.

Streets & Properties:   Next door building is done. Dave Allen of Allen Excavating was good to work with. Possible Veterans memorial or a gazebo – video is inaudible.

Parks: Annual Legion Party in the Park at Meyers park to be held September 21 and 22nd. The Legion is hoping to get more softball tournament teams. Contact Sons of the Legion if any organization would like to participate. There will be a corn hole tournament, Legion softball 7 teams hoping to get 10 teams, food stand, Poker run on Saturday morning. Trees: Would like to plant some trees. Mr. Drummond is in the process of getting tree prices. He needs to know how much he can spend (need budget numbers) and would like to know if there is a village hole digger? V.A. Martin Stated the we could come up with something.

Fire: 224 E the last parking spot is in a fire hydrant area. This needs crossed off. Attica Fireman’s Association is having a gun raffle in December. Contact Lonnie James for tickets.

EMS: Meeting held, bills paid.

Zoning Commission: none

Finance & Rule: There is a new fiscal officer. Angie Depinet. Working on getting the paperwork figured out. She may need a couple weeks to get things in line, longer to get caught up with the older stuff.

Water & Sewer: 200 Foot replacement line from RA Bores put in last week where the water comes across route 4. Video is inaudible.

Unfinished, Old Business and New Business:

Jeff Painter would like turn over the flags to the Legion.

Councilman Frisch is looking into a project called Home town heroes. This is where an individual in town could sponsor a memorial which would have a picture and list years in service and would be hung up through town on the posts. He is looking into this. Hoping to do this, but is it in the beginning stages.

Mayor Shock and Solicitor Palau tried to figure out what ordinance number we are on. It was decided this new one would be 2018-10.

It was noted that the resolutions and ordinances keep the numbers right in line whether resolution or ordinance. We had one July 26th 2018-9. Decided this would be ordinance 2018-10.

Ordinance 2018-10 Angela Depinet to make $16,500 year with a start date of 8/17/18. A probationary period of 4 ½ months. Mayor Shock helped Angela fill out the ordinance paperwork.

1st read on ordinance 2018-10 to hire in Angela Depinet as Fiscal Officer for the Village of Attica. To suspend the 3 read rule. Motion by Councilman Sanders, seconded by Councilman Yakoubian. Vote: 5-0. Motion carried. Motion to declare an emergency on ordinance 2018-10. Motion by Councilman Sanders, seconded by Councilman Treft. Vote: 5-0. Motion carried. Motion to adopt ordinance 2108-10. Motion by Councilman Sanders, seconded by Councilman Yakoubian. Vote: 5-0. Motion carried.

3rd Read of Ordinance #2018-7, An ordinance to refund 7 years (2012-2018) of sewer enterprise usage rate overcharges and to establish a maximum sewer usage rate for 2019 was read. Motion by Councilman Treft, seconded by Councilman Stanfield to adopt Ordinance #2018-7. Vote: 2-3. Motion failed.

Motion by Councilman Sanders, seconded by Councilman Frisch to adjourn the meeting. Time: 8:26PM. Vote: 5-0. Motion carried.
