Mayor Nathan Frisch called the September 10, 2020 Village of Attica Council regular meeting to order at 8:15 PM.

Roll Call: Lynn Love, George Yakoubian, Ed Treft, Louie Sanders, Tim Bulger, Kirk Stanfield* *Councilman Stanfield exited the meeting at 8:43 PM, prior to meeting adjournment at 9:12 PM. Others Present: Village Administrator Greg Martin

Approval of Warrants: Motion by Councilman Sanders, seconded by Councilman Bulger to approve the warrants for payment. Vote: 6-0. Motion carried.

Approval of Minutes: Motion by Councilman Bulger, seconded by Councilman Sanders to approve the minutes. Vote: 6-0. Motion carried.

Written & Oral Communication: Resident Mary Gruber was present to discuss her water bill. There was a problem with the meter, so it wasn’t picking up usage for a while. The meter was replaced, and she ended up with a large bill for the usage that wasn’t picked up by the old meter. Gruber is asking for a payment plan, and a note from the billing clerk was requesting $76.59 in penalties be waived, due to waiting to speak with Council about a plan. Gruber agreed that she could pay $100 extra on her bill every month until the outstanding balance is resolved. Motion by Councilman Bulger, seconded by Councilman Love to adjust the penalty fee of $76.59 from Gruber’s bill and accept a payment plan of $100 in addition to regular billing per month for 12 months or until bill is caught up. Vote: 6-0. Motion carried.

Public Safety: none 
 
Streets & Properties: Village Admin Martin stated that he received a quote for fixing the tile on South Woodwind as discussed in a previous meeting. RA Bores can do the project, fixing the issue and doing “everything but planting grass” for $10,500. Councilman Love asked about street paving, as Mayor Frisch had some information before. Frisch provided two quotes for street paving projects on West Walnut and South Woodwind. These projects would come out of the streets fund, along with the tile project. The budget only has $10,000 appropriated for paving projects, but there should be carryover to use, per FO Gullett. She will double check and confirm at next meeting. Projects are tabled until next meeting. Councilman Stanfield exited the meeting at 8:43 PM.

Fire: Councilman Yakoubian reported: had meeting and paid bills, working on better communication with Fire and EMS.
 
EMS: Councilman Love reported: had meeting and paid bills, appointed Shane Vanderveen as Coordinator, noted that Fire would like to have a board meeting together with EMS. 
 
Cemetery: none
 
Personnel: FO Gullett asked if anyone has followed up with W/W Super Gary Weis after the last meeting. Councilmen Love and Bulger to follow up.
 
Zoning Commission: none 
 
Finance & Rule: Cash balance of all funds $ 1,385,179.83. August bank reconciliation was passed for review and approval. Village Income Tax – 1st read: ORD 2020-14: AN ORDINANCE ESTABLISHING A ONE PERCENT INCOME TAX FOR THE VILLAGE OF ATTICA 
 
Water & Sewer: Councilmen Yakoubian and Bulger are following up with leads for a valuation assessment for water operations. August Utility Adjustment Report was passed for review and approval.
 
Village Website & IT: FO Gullett stated that she needs someone to access the router and get a picture of it so she can give it to the IT company working on some quotes.
 
Unfinished, Old Business and New Business: FO Gullett advised that Rumpke gave an estimate of $6,370-$7,420 to do a clean-up day. This would be a 6-hour pickup window using 5-6 trucks. No decision was made on this. 1st read: ORD 2020-15: AN ORDINANCE TO CERTIFY ACCOUNTS FOR COLLECTION WITH THE COUNTY AUDITOR FOR THE VILLAGE OF ATTICA, OHIO. Three delinquent accounts for a total amount of $4,113.84 are set to be sent. FO Gullett advised needs passed as emergency to meet deadline. Motion by Councilman Sanders, seconded by Councilman Bulger to suspend the three read rule on ORD 2020-15. Vote: 5-0. Motion carried. Motion by Councilman Sanders, seconded by Councilman Love to declare an emergency on ORD 2020- 15. Vote: 5-0. Motion carried. Motion by Councilman Sanders, seconded by Councilman Love to adopt ORD 2020-15. Vote: 5-0. Motion carried. Mayor Frisch posed the question whether or not Council wished to hire Dean Henry for upcoming litigation, as he handled the last suit. Motion by Councilman Bulger, seconded by Councilman Sanders to hire Dean Henry for upcoming litigation. Vote: 5-0. Motion carried. Council finished by discussing a priority list for income tax revenues following the meeting with residents earlier. Topping the list was street paving and repair, storm sewer upgrades/updates, public safety, parks/pool, abandoned
