Mayor Nathan Frisch called the July 9, 2020 Village of Attica Council meeting to order at 7:35 PM.

Roll Call: Lynn Love, George Yakoubian, Ed Treft, Louie Sanders, Kirk Stanfield, Tim Bulger Others Present: Village Administrator Greg Martin

Approval of Warrants: Motion by Councilman Yakoubian, seconded by Councilman Bulger to approve the warrants for payment. Vote: 6-0. Motion carried.

Approval of Minutes: Motion by Councilman Bulger, seconded by Councilman Sanders to approve the minutes. Vote: 6-0. Motion carried.

Written & Oral Communication: Councilman Stanfield noted that on the minutes, he also questioned the use of a PO for the Darr’s Cleaning invoice. State Representative candidate Gary Click was present to thank supporters in the Village and express that if he is elected, he will make sure to have a presence in the area.

Public Safety: none

Streets & Properties: VA Martin discussed street paving and will get a quote. The areas discussed were West Walnut, South Woodwind Drive from the curve to the North at Locust, and maybe Venice Street. Councilman Bulger noted that the sign marker at the corner of North Main and Lemon was bent. VA Martin explained that it was because a AEP removed a pole that was there after a sprayer almost took the wire out. Councilman Yakoubian noted that we pay for those and to watch to see if our electric bill changes less one pole light. Councilman Love noted that she would like to see a light back up with the amount of traffic at that corner. The discussion of a bulk trash day was continued. FO Gullett gave rates for Sonic Hauling in Republic. They are not able to do curbside pickup but could rent a dumpster. Mayor Frisch questioned who would need to be there to watch items going in and how long would the dumpsters be available. These are questions FO Gullett will ask to follow up. It was also suggested that curbside service was probably best for residents and to call Republic Services.

Parks: VA Martin is still working on getting quotes for stone at the ballfield driveway/parking lot. Mayor Frisch suggested to call Heitsche in Bellevue. Councilman Love stated that Doug Mason has requested a portalet at the park for cross country season. FO Gullett stated that has never received a bill for that kind of service, so she doesn’t think that the Village supplies the one that has been there in the past. Love will call around for pricing.

Trees: none

Fire: Councilman Yakoubian reported: had meeting, paid bills. Stated they ordered some boots, sent a letter to a township for a past due bill for services, and a generator test is coming up soon. Yakoubian also reported that the Attica Lions Club recently donated $2,000 to AVR which paid for a training class on SCBAs.

EMS: Councilman Love reported: had meeting, paid bills. Stated there are two new hires on hold.

Cemetery: Councilman Sanders reported there was no meeting; it’s coming up Monday. He will not be able to attend.

Personnel: none

Zoning Commission: none

Finance & Rule: Cash balance of all funds $ 1,279,251.40. The June Bank Reconciliation was passed for review and approval.FO Gullett advised that we need to create two new funds, one for Coronavirus Relief funds and one for Veterans Park Grant funds. Ordinances were distributed for creating each fund. The Village received $44,407.32 for Coronavirus Relief funds. These funds are restricted and any excess must be paid back in October. Resident Lance Drummond suggested temporal thermometers. Funds for the Veterans Park will be coming soon. Mayor Frisch advised that the Legion purchased the building adjacent to the park and plan to put a mural on the wall. 1 st read ORD 2020-10: AN ORDINANCE TO CREATE A NEW SPECIAL REVENUE FUND 2151, LOCAL CORONAVIRUS RELIEF FUND, TO ACCOUNT FO THE FUNDS RECEIVED AND EXPENSES ASSOCIATED WITH THE PUBLIC HEALTH EMERGENCY WITH RESPECT TO THE CORONAVIRUS DISEASE 2019 (COVID -19) AND DECLARING AN EMERGENCY. Motion by Councilman Sanders, seconded by Councilman Yakoubian to suspend the three read rule on ORD 2020-10. Vote: 6-0. Motion carried. Motion by Councilman Sanders, seconded by Councilman Bulger to declare an emergency on ORD 2020- 10. Vote 6-0. Motion carried. Motion by Councilman Sanders, seconded by Councilman Love to adopt ORD 2020-10. Vote: 6-0. Motion carried. 1 st read ORD 2020-11: AN ORDINANCE TO CREATE A NEW SPECIAL REVENUE FUND 2061, VETERANS PARK GRANT FUND, TO ACCOUNT FO THE FUNDS RECEIVED AND EXPENSES ASSOCIATED WITH NATUREWORKS LOCAL GRANT PROGRAM/LOCAL PROJECT AGREEMENT WITH THE OHIO DEPARTMENT OF NATURAL RESOURCES BEING USED FOR THE VETERANS PARK AND DECLARING AN EMERGENCY. Motion by Councilman Bulger, seconded by Councilman Love to suspend the three read rule on ORD 2020-11. Vote: 6-0. Motion carried. Motion by Councilman Bulger, seconded by Councilman Sanders to declare an emergency on ORD 2020- 11. Vote 6-0. Motion carried. Motion by Councilman Bulger, seconded by Councilman Sanders to adopt ORD 2020-11. Vote: 6-0. Motion carried. Village Income Tax update: Councilman Yakoubian suggested that other Council members review the ordinance; Council needs to make a decision. He also asked if anyone has asked around opinions. Councilman Love advised she would like to review the ordinance. Councilmen Sanders, Yakoubian, Bulger and Treft all expressed support for the income tax. Discussion was had on what they would like to see the tax dollars spent. Suggestions included streets, the pool, parks, a t-ball field, an abandoned property fund, and a solution for ongoing trash pickup. Councilman Stanfield expressed that there should be a well published meeting announcement for the public to attend and let the people decide

Water & Sewer: Mayor Frisch advised there is a meeting tomorrow at 9am with NORWA just to tour the facilities. They are simply coming to see the buildings and equipment; no further business discussion. Councilman Stanfield expressed interest in attending and was advised if he wanted to follow the Village truck from place to place, he could. Councilman Love expressed concern about the amount of utility delinquent billings. She also wanted to verify the utility billing clerk’s hours. VA Martin stated that the EPA had lifted the hold on disconnects, and shut offs can resume on 7/10/20.
