Mayor Bryan Shock called the June 27, 2019 Village of Attica Council meeting to order at 7:31 PM.
Roll Call: Nate Frisch, George Yakoubian, Louie Sanders, Ed Treft, and Kirk Stanfield
Others present: Village Administrator Greg Martin
Approval of Warrants: Motion by Councilman Yakoubian, seconded by Councilman Sanders to approve the warrants for payment. Vote: 5-0. Motion carried.


Approval of Minutes: Motion by Councilman Sanders, seconded by Councilman Treft to approve the minutes. Vote 4-0, with Councilman Stanfield adding the following NOTES: He (Stanfield) is happy to pay. He sued in 2010 for different reasons. In the most recent suit, he was suing the Treasurer, not the Village. He doesn’t believe the Village had any legal fees. Also, he was defending himself against the Treasurer. He also does not believe he caused any additional audit fees, as he called the State Auditor 8 months prior, because he believed he saw “fraud and misuse” where nobody else does. Stanfield also does not believe he caused any emergency meetings. Lastly, he had a suggestion about sending bills to Julie at the last meeting that was omitted. Councilman Frisch abstains. Motion carried.


Written & Oral Communication: Pool Manager Glea Herr stated there was a small incident at the pool recently. There was a young man who spun his tires in the parking lot at the pool. She addressed it and told him to grow up. She stated if there is a complaint, she was the one who addressed him.
Herr also asked if the pool could remain open daily through the Attica Fair, possibly with modified hours of 1-5 or 12-5. Discussion was had on what day specifically to close and whether or not the pool should have longer hours. Herr advised that she was hoping for either 8/10 or 8/11, and that generally swimmers are gone by 4:30 or 5, so longer hours wouldn’t be advised. Mayor Shock suggested Sunday, 8/11 as the last day. Village Administrator Greg Martin asked if the last day would still be a Free Swim Day. Herr confirmed, yes. Motion by Councilman Sanders, seconded by Councilman Yakoubian to establish the last day of pool operations for the 2019 season to be Sunday, 8/11/19. Vote: 5-0. Motion carries. Herr mentioned that the two lifeguards who needed recertified this year also worked at the YMCA, so th cost of their classes was reduced to $50 each.


Public Safety: none

Streets & Properties: VA Greg Martin addressed Councilman Stanfield specifically regarding a voice message he left about water in his basement. Martin advised that the drain in front of Stanfield’s residence is clean. Stanfield inquired as to why he would have water backed up in his basement. Martin advised he is unable to tell, because he has found the drain and tile to the ditch to be clean. Martin suggested Stanfield to do a little research on his end to find out why. Councilman Frisch suggested having someone put dye in to see where the water goes. Martin also stated that people have been driving off of the driveway by the res and at parks intentionally, “mudding” since we have had so much rain. He stated that if someone is caught doing this, they will be responsible for fixing the ruts, and people are watching for it.

Parks: Mayor Shock asked if Musco was able to put the lights up yet in the park. VA Greg Martin advised no. The contact from Musco has been in contact with him, but the ground was still too wet the last time they were in the area. He will try again the next time they are in the area.

Zoning Commission:

Finance & Rule: Cash balance of all funds $1,063,529.86. The June Utility Adjustment Report was passed for review and approval. Fiscal Officer Michelle Gullett also advised that she has reached out to Charles Hawk from RITA twice, waiting on response. Councilman Yakoubian advised that he read through the sample ordinance sent by RITA earlier if anyone wanted to review or discuss.

Water & Sewer: VA Greg Martin advised the Sonic algae control device is in and working, and has been doing amazing things so far.

Village Website & IT: none

Unfinished, Old Business and New Business: Resident Lance Drummond asked who is in charge of the cemetery; the Unknown Soldier monument and bench are in need of cleaning and repair. VA Martin advised to check with the Legion, as they might take care of the monument. Reporter Bonnie Daniel asked if anyone has been hired for EMS. Councilman Sanders advised that Andy Biller was recently reinstated.
