Mayor Bryan Shock called the November 8, 2018 Village of Attica Council meeting to order at 7:36PM.

Roll Call: Nate Frisch, George Yakoubian, Justin VanAlstine, Louie Sanders, Ed Treft, and Kirk Stanfield.

Others present: Chief Turner, Administrator Greg Martin, and resident’s M/M Lance Drummond.  

Approval of Warrants: Motion by Councilman Yakoubian, seconded by Councilman Sanders to approve the warrants for payment. Vote: 6-0 Motion carried.

Approval of Minutes: Motion by Councilman Frisch, seconded by Councilman Yakoubian to approve the minutes. Vote: 6-0 Motion carried.

Public Safety: The police levy failed in the November 6th election. There was a proposed tax levy by Attica Village for the purpose of police protection for 5 mills for 5 years, commencing in 2018, first due in the calendar year of 2019. The levy that is still current will expire at the end of this year. Police department will close their doors at the end of 2018. In 2019 the Village will depend on the sheriff’s department to respond to emergencies and crimes. Village ordinances will not be held with the county sheriff.

Possible solutions of what we might want to do for next year would be to propose a tax levy in the May general election either for a part time police department at 10 mills for 7 years, or if a full time police department is desired 17 mills for 11 years.

There is still a 3 mill levy in place that falls off next year.

Streets & Properties: Snow plows and salt spreader are out. The national honor society has bagged up numerous leaves.

Parks: Greg has the PO and a contract for Musco Sports Lighting to fix the wire harnesses at Meyers Park. He has to sign the contract and get it back to them. He would like to wait until it freezes to start the work on the harness replacement.

Trees: none

Cemetery: meeting on Monday

Personnel: none

Zoning Commission: Councilman Yakoubian has the map of the boarders for the Village of Attica. Only thing not on there is the water plant - county needs to update maps.

Finance & Rule: Cash balance of all funds $1,033,757.49. May 2018 thru September 2018 bank statements were reviewed and signed by council. Utility Billing adjustment list for October was reviewed and signed by council.

Water & Sewer: EPA asset management plan requires that we exercise the valves. The new reservoir was getting low and while the new reservoir was getting filled the Village switched to the old reservoir for about 2 weeks. The new reservoir is now filled and the village will switch back to the new reservoir. Mayor Shock stated that we are waiting on solicitor to write us a resolution, the rest of that part of the video was inaudible.
