Mayor Bryan Shock called the September 27, 2018 Village of Attica Council meeting to order at 7:35PM.

Roll Call: Nate Frisch, George Yakoubian, Louie Sanders, and Kirk Stanfield.

Others present: Chief Turner, reporter Bonnie Daniels, Solicitor Rick Palau, and resident’s M/M Lance Drummond.  

Approval of Warrants: Motion by Councilman Yakoubian, seconded by Councilman Frisch to approve the warrants for payment. Vote: 4-0 Motion carried.

Approval of Minutes: Motion by Councilman Sanders, seconded by Councilman Yakoubian to approve the minutes. Vote: 4-0 Motion carried.

Public Safety: Camera is in for Veterans Park. Sim card is on its way from Verizon. We qualified for a grant from Rite Aid to supply a drug drop off box. It will be located in the lobby way of the police Station. It will accept prescription pills. No liquids, cream, patches, needles, etc.

Budget Committee meeting was held last Thursday at 4:30 pm Jeff Painter showed up. Possible budget discussion yesterday at 7:30 pm another meeting and no one showed up. The committee discussed budget proposals from Chief Turner. These will go to finance committee for 2 possible budget options. One includes part time and the other one just has the Chief. Option 1 with the part time officers was decided on and passed on to finance committee.

If the police levy does not pass there will not be enough money to have a police department. No contract with the sheriff’s department because we will not have enough money for a contract. Forced to operate on $38,000 dollars for the next year. If we take out a loan from the general fund to help, this loan needs to be paid back the same year it is given. Next year levy will expire and we will have zero dollars in the police fund.

Streets & Properties: Meeting October 18 with the commissioner about the old eagle’s property will find out more at the next council meeting

Parks: Party in the Park had a good turnout. People from Attica New York came down for party in the park. Councilman Frisch thanked the legion for hosting the party. Councilman Frisch will be getting a hold of Dan about the repairs to the concession stand.

Trees: none

Fire: If someone cannot make the fire meeting another councilman will take his place.

EMS: none

Cemetery: none

Personnel: none

Zoning Commission: What are the Village of Attica boarders, they do not seem to match the zoning map. Will discuss this more when Greg is here. Solicitor will ask the review board for a map so the village of Attica boarders can get figured out. When police are patrolling make sure we know our boarders. Some street light may be questionable that we are paying for. Also discussed the land and tried to figure out what the Village owns and the annex issue. Mr. Drummond is going print up some signs to vote for the police levy.

Unfinished, Old Business and New Business: new business ordinance 2018-11 from councilman Stanfield had its first read. Ordinance 2018-11 is to refund seven years (2012-2018) of sewer enterprise usage rate overcharges and to establish a maximum sewer rate for 2018.
