Mayor Bryan Shock called the November 9, 2017 Village of Attica Council meeting to order at 7:39PM.

Roll Call:  Nate Frisch, George Yakoubian, Jeff Painter, Kirk Stanfield, Jeff Love.  Absent:  Gary Jordan (in at 7:52PM).    Others present:  Village Administrator Martin, Chief Turner, Solicitor Palau, residents M/M Lance Drummond and Ed Treft.

Motion by Councilman Love, seconded by Councilman Frisch to approve the warrants for payment.  Vote: 5-0.  Motion carried.

Motion by Councilman Love, seconded by Councilman Yakoubian, to approve the minutes as presented.  Councilman Stanfield commented that the raise in pay for Councilmembers could have been done if approved prior to the August filing deadline for Council seats.  Vote: 5-0.  Motion carried.

Public Safety:  Councilman Yakoubian reported that due to budget shortfalls in 2017, that Chief Turner has adjusted his budget (all part-time coverage will be discontinued until May 2018 when sufficient money is received from the first half R.E. tax settlement for the department).  We have known for 8 years that this was coming, that the department cannot operate on the voted millage revenue and we are just paying the bills to get by.  Councilman Stanfield wanted monies from the sewer fund to cover the Police.  It is not legal to do that, as mentioned again by Solicitor Palau saying the Auditor of State won’t allow other departments (other fund $) unless working in that department.    Councilman Yakoubian said the budget and the levy needs of the Police Department need the backing of all Councilmembers, or we will not have a department.  The Resolution for the Police Levy was received from Solicitor Palau and will be given a reading under new business.

Councilman Jordan arrived to the meeting.  Time: 7:52PM.

Streets & Properties:  The Village was fortunate with very little damage (personal residents-limbs) sustained from the storm last weekend.  Stop signs and no parking signs are being replaced.  Will continue to pick up leaves and brush until the plows are put on for winter.

Parks & Rec:  The Resolution for the P&R levy was received from Solicitor Palau and will be given a reading under new business.

EMS:  No Meeting.

Cemetery:  No Meeting.

Personnel:  Fiscal Officer Position will be advertised, with training available prior to the April 1, 2018 position start date due to the retirement of Fiscal Officer Pat Krebs.  A Personnel meeting was held at 7PM prior to this meeting to discuss the process/advertisement of the position.

Zoning Commission:  -

Finance & Rule:  Total all funds $915,866.27.  The October 31, 2017 bank reconciliation was passed for review and signatures.  The October 2017 Utility adjustments list was passed for review and signatures.  Health insurance was received by the Finance committee and recommend continuing with the current policy.  Motion by Councilman Yakoubian, seconded by Councilman Frisch to continue the current hospitalization plan with Anthem BC/BS at a rate increase of 15.32%.  Vote: 5-1, with Councilman Stanfield voting No.  Motion carried.  Rates of pay were discussed and recommended by the Finance committee.  Motion by Councilman Yakoubian, seconded by Councilman Frisch to instruct Solicitor Palau to draft a pay Ordinance for the raises effective January 2018.  Vote: 5-1, with Councilman Stanfield voting No.  Motion carried.  The 2018 appropriations are being worked on and will be submitted next meeting for a first reading.  Note that with the expected minimal carry-over of the Police Operations fund at the end of the year, it will be necessary to obtain an advance either from the Seneca Co Auditor from R.E. tax payments received or from General Fund at the first meeting in January.  F.O. Krebs attended the fall training in Columbus Oct 30th, and reported a review of material and extensive changes to the Financial Notes (year-end) and Hinkle reporting.

Water & Sewer:  discussed above when Councilman Stanfield wanted the Police to receive money from the Sewer fund, asking V.A. Martin how much time he puts in at the sewer lagoons, says it is excessive to the monies charged to sewer for time put in.  V.A. Martin reported what EPA requires and that certain times of the year, additional hours are put in for mowings, etc, and that Council set the work to fund ratio last year.

1st Read of Resolution 2017-14 Resolution of Necessity Police levy 5 Mills, 5 Years.  Motion by Councilman Yakoubian, seconded by Councilman Stanfield to suspend the three read Rule on Resolution 2017-14.  Vote: 6-0.  Motion carried.  Motion by Councilman Yakoubian, seconded by Councilman Stanfield to declare an emergency on Resolution 2017-14 Police Levy.  Vote:  6-0.  Motion carried.  Motion by Councilman Yakoubian, seconded by Councilman Stanfield to adopt Resolution 2017-14 Necessity for Police Levy 5 Mills, 5 Years.  Vote:  6-0.  Motion carried.

1st Read of Resolution 2017-15 Resolution of Necessity Parks & Rec levy ¾ Mill, 5 Years.  Motion by Councilman Frisch, seconded by Councilman Yakoubian to suspend the three read rule on Resolution 2017-15.  Vote: 6-0.  Motion carried.  Motion by Councilman Frisch, seconded by Councilman Yakoubian to declare an emergency on Resolution 2017-15 Necessity Parks & Rec levy.  Vote: 6-0.  Motion carried.  Motion by Councilman Frisch, seconded by Councilman Yakoubian to adopt Resolution 2017-15, Resolution of Necessity for Parks & Rec Levy ¾ Mills for 5 Years.  Vote:  6-0.  Motion carried.

1st Read of Resolution 2017-16, Resolution of Year 2017 Amended Certificate of Estimated Resources to increase by $5,500 for Police Operations (additional monies received from fines, contracted services, not appropriated yet).  Motion by Councilman Yakoubian, seconded by Councilman Jordan to suspend the three read rule on Resolution 2017-16.  Vote:  6-0.  Motion carried.  Motion by Councilman Jordan, seconded by Councilman Yakoubian to declare an emergency on Resolution 2017-16.  Vote: 6-0.  Motion carried.  Motion by Councilman Yakoubian, seconded by Councilman Jordan to adopt Resolution 2017-16, Resolution to increase by $5,500 Police operations for the Year 2017 Amended Certificate of Estimated Resources.  Vote: 6-0.  Motion carried. New total A.C.E.R. year 2017: $2,068,023.93.
