Mayor Bryan Shock called the June 8, 2017 Village of Attica Council meeting to order at 7:30PM. 

Roll Call:  Jeff Love, George Yakoubian, Gary Jordan, Jeff Painter and Kirk Stanfield.  Absent:  Nate Frisch.  Others present:  Village Administrator Martin, Police Chief Turner,  residents Scott Dorris and M/M Lance Drummond.

Motion by Councilman Love, seconded by Councilman Jordan to approve the minutes of the May 25, 2017 Regular Meeting.  Vote: 5-0.  Motion carried.

Motion by Councilman Painter, seconded by Councilman Love to approve the minutes of the May 30, 2017 Special Meeting.  Vote: 5-0.  Motion carried.

Motion by Councilman Yakoubian, seconded by Councilman Painter to approve the warrants for payment.  Vote: 5-0.  Motion carried.

Written & Oral Communications:  Councilman Stanfield was asked if it were legal for a resident to “rope/block off” a grass (perhaps no curbing) or parking space(s) sections of a home-owners lawn/grave/street area for garage/yard sales, etc?  Ex: North side of  Eden Street/Seneca Street?  Yes it is legal, they have the right as the owner must maintain the grass to asphalt spaces around their property.  If they give someone permission to park there, okay, if no, then no parking.

Public Safety:  Tuesday June 13, 2017 at 7:30 the Police committee will meet to discuss their upcoming levy needs.

Streets & Properties:  cold patching is done.  No word on when paving will begin.  Councilman Painter reported the CIC  committee will shut down and the flag monies will be transferred to a Sutton Bank account with himself, Paul Holmer and Pastor Mike as chairmen.  All future flag purchases will be run thru this new account, not the CIC’s.

Parks:  Nolan Miller has taken a job with Sycamore.  The Assistant Pool Manager position is open.  Councilman Painter thanked the Garden Club for planting flowers, mulching and watering out at the park and the entrance signs to the Village of Attica.  This may be their last year of doing so, due to aging membership.

Trees:  Lance Drummond is obtaining two quotes for tree removal (N Main Street), stump grinding (the sidewalks will be moved out of the way to prevent damage, then returned).  Councilman Painter said to have the contactors touch base with him as he has residents with tree service needs that will reduce the Village costs when done at the same time.

Fire:  No meeting.

EMS:  No meeting.

Cemetery:  No meeting.

Personnel:  Chief Turner asked Council to increase the hourly pay of Officer Mahle by $1.00. (current rate of pay:  $8.15 per hour).   Motion by Councilman Yakoubian, seconded by Councilman Painter to increase Officer Jacob Mahle’s pay by $1.00  per hour(to $9.15 per hour) effective immediately (6-8-17).  Vote:   5-0.  Motion carried.

Zoning Commission:  -

Finance & Rule:  Total all funds:  $973,274.62     The 5-31-17 bank reconciliation was reviewed and signed by Council.  The 2018 Annual Budget Hearing will take place at Village Hall at 7:00 PM on 6-22-17 and will meet in the small meeting room as traffic court will be held in the Council meeting room.  Two levies will end 12-31-2018 and the Parks & Rec.  and Police committees need to begin work on their budget needs so that Solicitor Palau can begin the appropriate Resolutions to start the process for ballot submissions.

Water & Sewer:  Memorial Day Weekend another water line break occurred on North S.R. 4.  Deep (12’) and old.  Mayor Shock asked V.A. Martin to obtain a quote on getting that section of water line replaced (hydrant south to shut-off before ditch), as it is a dangerous place for our men to be working and it has had frequent breaks.  Thanks to Peg Carrick – Backroads Diner for food and drinks to the men before she closed the restaurant.

Unfinished, Old business, New Business:

3rd read of Ordinance 2017-9 Prohibiting the growth of lawn grass and weeds over six inches was given.  Councilman Stanfield felt that the word “attractive” should be stricken from the Ordinance.   Discussion led to no changes.   Motion by Councilman Jordan, seconded by Councilman Painter to adopt Ordinance 2017-9.  Lawn growth /weeds over 6”.  Vote: 5-0.  Motion carried.
