Mayor Bryan Shock called the May 11, 2017 Village of Attica Council meeting to order at 7:30PM.

Roll Call:  Nate Frisch, Jeff Painter, Kirk Stanfield, (not in seat at roll call, re-seated shortly thereafter) Jeff Love, George Yakoubian and Gary Jordan.  Others present:  Village Administrator Martin, Police Chief Turner, M/M Lance Drummond, Scott Dorris and Ed Treft.

Motion by Councilman Love, seconded by Councilman Painter to approve the warrants for payment.  Vote: 6-0.  Motion carried.

Motion by Councilman Painter, seconded by Councilman Love to approve the minutes as presented.  Vote: 6-0.  Motion carried.

Public Safety:  No Report.  Councilman Yakoubian asked for the Public Safety Committee to set a meeting to discuss the photo enforcement procedures; training of officers; general use of unit and any questions from the public as to the unit’s operation/council’s expectations.  Tuesday May 16, at 7PM is the date/time. 

Streets & Properties:  Co. Com. Shayne Thomas responded by email concerning the Eagles building, and possible funding sources to assist with demolition and removal of the building.  V.A. Martin contacted the County regarding falling glass on the sidewalk and our zoning requirements.  As per Stacy Wilson, the Eagles building in #6 on the list of buildings within the county to be considered for demolition.   Can a “no outlet” sign be placed on High/Mill Streets due to increased traffic flow?  V.A. Martin will take care of this.

Parks:  Pool admissions were discussed and decided that a $25.00 individual (non-transferrable)season pass (Ages 4 and up) will be the only pass available for the 2017 season.  Daily admission rate will be 5.00 and the Baby pool will be $1.00 per day (ages 0-3); Pool rental $80.00 per 2 hours; and shelter rental $30.00.  These rates will be drafted in an Ordinance for Council to consider at the next meeting.   New chemical feed pumps (4) were installed at the pool, the pool will be cleaned and filled soon, hoping all will hold for the season’s operation.  V.A. Martin hired Glea Herr as Manager and she is cleaning up the pool facilities.  The office vandalism damage has been repaired with a sliding window for concessions and will be boarded over when the pool  is not in operaton.   The Myers Park dumpster placement was discussed, no trash cans are out (Ball-club) for use. (Ball club has them).  The dumpster may be moved back to the pool area when the season begins.  Girl’s softball (AVMP) has moved the Village trash bin into their dugout and want the Village to dump it often to keep bees away.  The Village will pick up the trash on their brush pick-up route, and they may need to get their own containers as the Village’s were at the playground and basketball court.  Motion by Councilman Painter, seconded by Councilman Yakoubian to hire the following for the summer 2017 pool season:  Glea Herr, Manager ($8.40 per hour);  Lifeguards:  ($8.15 per hour) Lexi Willman, Nolan Miller, Alissa Daniel (pending certification) and Megan Wise (pending certification).  Vote: 6-0.  Motion carried.

Finance & Rule:  Total all funds: $952,380.95    The 2015-16 years audit was held Tuesday 5-9-17.  Results to follow completion of report (and State Auditor review) by Perry & Associates.  The 4/30/17 bank reconciliation was reviewed and signed by Council. 

Water & Sewer:  The 1st Discharge of the new lagoons will begin soon.  The recent rains will aid in the discharge and testing  will be done according to regulations.  Water break on 5-3-17, Miller Driver was repaired and the boil alert lifted for the portion of residents effected on Buckeye Drive.  Thanks to Gary, Greg, Jeret and Pat for their efforts.  The leaking pipe will need a new blow-off to complete the fix.  Possible to close the Alley off 224 (Ash Dr) this Saturday for the Blessing of Bikes.  Yes.

Unfinished, Old Business, New Business:

2nd reading of Ordinance 2017-8 Regulating Nuisances and Abatement (Yard trash/debris, junk vehicles) was given.

1st reading of Ordinance 2017-9 Growth of Lawn Grass/weeds was given.

Currently the Village is mowing 2 lawns (S. Main St and North Main St).  The owners will be billed for the services.  Ed Treft asked about the old reservoir and again explained the EPA’s requirements of Attica.
