Mayor Nathan Frisch called the April 7, 2022 Village of Attica Council regular meeting to order at 7:30 PM.
Roll Call: Tim Bulger, Louie Sanders, Kirk Stanfield, Lynn Love, Ed Beamer, Jim Phillips
Others Present:

Approval of Warrants: Motion by Councilman Bulger, seconded by Councilman Sanders to approve the warrants for payment. Vote: 4-0. Motion carried.
Approval of Minutes: Motion by Councilman Bulger, seconded by Councilman Sanders to approve the minutes. Vote: 3-0, with Councilman Love abstaining. Motion carried.

Written & Oral Communication: Mayor Frisch announced that he had secured 2 individuals to fill the vacant Council seats. He introduced Ed Beamer and Jim Phillips as appointed to Council and conducted the swearing in of both individuals. Frisch also announced the new committee structure now that there are six on Council.

Resident Deb Briggs was present and happily announced that the junk vehicles were gone.

Resident Lance Drummond suggested an open/close sign for the utility clerk so it’s easier to see when they are open.

Public Safety: none

Streets & Properties: Councilman Bulger stated that multiple street signs are missing and need replaced.

Parks: Councilman Love stated that the porta pots are set at both parks for the summer, dumpsters are coming, and FO Gullett is trying to get quotes for other trash services. Love/Gullett are also working on the Community Parks Grant Application.

Trees: none

Fire: Councilman Bulger reported: no meeting but have been busy; AVR helped on a large fire call in Willard recently.

EMS: Councilman Love reported: no big meeting this month as it’s been pushed back to May; next district meeting is 4/12; looking for a coordinator. Mayor Frisch advised that residents of the AVR district need to stay in tune with what’s going on with the countywide EMS situation and where they are proposing stations. Love noted that residents can reach out to county commissioners with any concerns about locations.

Personnel: Motion by: Councilman Love, seconded by Councilman Sanders to enter into executive session at 8:15pm to consider the appointment, employment, dismissal, discipline, promotion, demotion, or compensation of a public employee or official. Vote: 6-0. Motion carried.

Motion by: Councilman Bulger, seconded by Councilman Beamer to exit executive session at 8:29pm. Vote: 6-0. Motion carried.

 

Zoning Commission: none

Finance & Rule: Cash balance of all funds $ 1,395,230.68. All funds includes CDs and reserved or restricted funds, and debt reserve funds.

Water & Sewer: Mayor Frisch and Councilmen Beamer and Phillips noted that they had a meeting with Rural Water. Rural Water has interest in the water/sewer systems but does not want storm sewers. They would still like to see a little bit more about how the water plant operates. There may only be a slight drop in rates, with those outside the Village seeing the most decrease. Once a decision has been made to purchase, the process would take approximately a year. No prices have been discussed. There is a lot to discuss and figure out. Aqua Ohio should be in touch with the Village within the next few weeks, as well.

Village Website & IT: Councilman Phillips would like to see the financial information updated on the website.

Motion by: Councilman Sanders, seconded by Councilman Bulger to suspend the three-read rule on ORD 2022-2. Vote: 5-1, with Councilman Stanfield voting no. Motion carried.

1st read ORD 2022-4 AN ORDINANCE HIRING NATASHA HATFIELD AT THE RATE OF $16,500 A YEAR AS FISCAL OFFICER FOR THE VILLAGE OF ATTICA, OHIO AS OF APRIL 7, 2022 A.D.; AND DECLARING AN EMERGENCY.
