Mayor Nathan Frisch called the March 24, 2022 Village of Attica Council regular meeting to order at 7:48 PM.
Roll Call: Tim Bulger, Louie Sanders, Kirk Stanfield
Others Present: Solicitor Heather Niedermeier Heyman

Approval of Warrants: Motion by Councilman Bulger, seconded by Councilman Sanders to approve the warrants for payment. Vote: 3-0. Motion carried.
Approval of Minutes: Motion by Councilman Bulger, seconded by Councilman Sanders to approve the minutes. Vote: 3-0. Motion carried.

Written & Oral Communication: Resident Ryan Price was present to follow up on his previous request about the broken outside faucet. FO Gullett advised she did not have billing information available but it was being gathered.

Resident Ed Beamer was present to follow up on questions from the last meeting. He had made a public records request showing when Dustin Allgyre was hired. He received a response that minutes would be available at this meeting. Solicitor Heyman explained that a public record is a document and that the minutes from the last meeting, being approved tonight, would be the document pertaining to his request. Some discussion was had on Allgyre’s hiring process. Mayor Frisch advised that there was some confusion after discussion during the last meeting in February which resulted in Council not being able to answer those questions at the last meeting. After the last meeting, they figured it out but weren’t looking to point fingers, as it was an honest mistake. Council approved Allgyre for hire at the last meeting.

Fire: Councilman Bulger reported: had meeting, paid bills; found some information on a grant from North Central Electric that may help in replacing the fire siren at the fairgrounds.

EMS: Mayor Frisch stated that he has had 3 calls from residents regarding the proposed site of the EMS location. These residents feel that it’s not centrally located.

Cemetery: none

Zoning Commission: none

Finance & Rule: Cash balance of all funds $ 1,404,342.18. All funds includes CDs and reserved or restricted funds, and debt reserve funds. January and February Bank Reconciliations were passed for review and approval.

Motion by: Councilman Sanders, seconded by Councilman Bulger to suspend the three-read rule on RES 2022-3. Vote 3-0. Motion carried.

Unfinished, Old Business and New Business:

FO Gullett introduced Natasha Hatfield as a candidate to replace her. Council was unable to enter into executive session to discuss her hire, as Councilman Stanfield announced that he had an emergency and needed to leave the meeting. Stanfield was able to ask Hatfield a few questions about herself, then exited the meeting.

Mayor Frisch adjourned the meeting at 8:20pm, due to a lack of a quorum.
