Council President Louis Sanders called the January 27, 2022 Village of Attica Council regular meeting to
order at 7:34 PM.

Roll Call: Lynn Love, Louie Sanders, Kirk Stanfield
Others Present: Solicitor Heather Neidermeier Heyman
Approval of Warrants: Motion by Councilman Love, seconded by Councilman Sanders to approve the
warrants for payment. Vote: 3-0. Motion carried.

Approval of Minutes: Motion by Councilman Love, seconded by Councilman Sanders to approve both
sets of minutes from 1/3/2022. Vote: 3-0. Motion carried.

Written & Oral Communication: Resident Deb Briggs was present to ask about the status of the junk
cars complaint near her house. Nothing has been done recently. FO Gullett will follow up.

Resident Jim Phillips was present to voice his opinions and concerns, including:
- if the 1% income tax were to come up again, it shouldn’t be a wishlist but an exact list of where the
money will go, with emphasis on street construction, personnel, and Village vehicles
- if there were an income tax, there should be a hard look at a reduction in the capital improvement
funds; maybe match the balances
- employees should not drive Village vehicles home
- finds it ridiculous that Councilman Stanfield is sitting on Council while suing the Village multiple times
Resident Lance Drummond was present to ask if there was any word on the pool. Councilman Love
expressed that her thought was to not open the pool and use that money to improve other areas of the
parks. The fence at the ballfield needs fixed, and she would like to do a “Touch a Truck” type event. She
will be working to apply for a Community Park Grant for new bleachers. Love also noted that if we were
to open the pool, we may have to be inspected to get a license since we have been closed for two years.
Drummond feels the residents of the town should be the ones who decide whether it opens or not but
doesn’t feel the low attendance over the past several years shows the opinion of residents. Drummond
also wants an update on whether the electronic sign out front is fixable.

Parks: see written & oral

Trees: Tree Commission member Lance Drummond stated that there will be someone from Willard
sending information over, as they are interested in doing trim work in the future.

Fire: none

EMS: Councilman Love reported: a letter and resolution were given tonight from the Seneca County
prosecutor regarding the EMS merger but things will be changing on it.

Cemetery: none

Personnel: Councilman Love gave an update on vacancies: Isaac Phillips resigned, we have an open
billing clerk position that may be filled tonight, the Village Administrator/Zoning Inspector position
needs filled. She has several applications to review.

Zoning Commission: none

Finance & Rule: Cash balance of all funds $ 1,368,668.08. All funds includes CDs and reserved or
restricted funds, and debt reserve funds. A Year End Cash Balances Comparison Report and
Appropriation Status for 2021 were passed to Council for Review.

Water & Sewer: A 2022 Water/Sewer Rate Sheet was passed to Council.
Resident Deb Briggs asked where we are on the water operations sale. It was reported that there has
been no movement yet.

Village Website & IT: George Yakoubian did state that he would post minutes to the website and will be
coordinating training on the website with FO Gullett. Gullett would like to see the website calendar used
more.

Unfinished, Old Business and New Business:

Motion by: Councilman Love, seconded by Councilman Sanders to enter into executive session at
8:44pm to discuss the hiring of Rebecca Mason for billing clerk. Vote: 3-0. Motion carried.

Motion by: Councilman Love, seconded by Councilman Sanders to exit from executive session at
8:48pm. Vote: 3-0. Motion carried.

Motion by: Councilman Love, seconded by Councilman Sanders to hire Rebecca Mason for billing clerk,
effective 1/27/22, at a rate of $12/hour. Vote: 3-0. Motion carried.
