Mayor Nathan Frisch called the January 3, 2022 Village of Attica Council regular meeting to order at 7:30
PM.

Roll Call: Lynn Love, Louie Sanders, Tim Bulger, Kirk Stanfield
Others Present: Incoming Fiscal Officer Isaac Phillips

Approval of Warrants: Motion by Councilman Sanders, seconded by Councilman Bulger to approve the
warrants for payment. Vote: 4-0. Motion carried.

Approval of Minutes: Motion by Councilman Love, seconded by Councilman Sanders to approve
minutes for 12/23/2021. Vote: 3-0, with Councilman Bulger abstaining. Motion carried.

Motion by Councilman Bulger, seconded by Councilman Love to approve minutes for 12/28/2021. Vote:
3-0, with Councilman Sanders abstaining. Motion carried.

Streets & Properties: Councilman Bulger noted there are more potholes popping up.

Parks: Councilman Love stated she just wanted to put her opinion out there that she thinks we shouldn’t
open the pool this year. FO Gullett advised that there is a chance the pool would need to be inspected
prior to obtaining another license from the Health Department because we’ve been closed for 2 years
now.

Trees: none

Fire: Councilman Bulger reported: there was a cardiac incident recently and the responders did an
excellent job, the pad in front of the fire station is done but blacktop may need replacing in other areas
around the station, there were more runs this past year than the year prior.

rd Read of ORD 2021-14, AN ORDINANCE ESTABLISHING RATES OF PAY FOR VILLAGE
EMPLOYEES.
Motion by: Councilman Love, seconded by Councilman Sanders to amend ORD 2021-14 to be effective
for the checks received on 01/07/2022. Vote: 4-0. Motion carried.

Motion by: Councilman Love, seconded by Councilman Sanders to adopt ORD 2021-14. Vote: 4-0.
Motion carried.

Motion by: Councilman Love, seconded by Councilman Sanders to enter into executive session to discuss
personnel, specifically the hiring of Becky Mason for billing clerk. Time: 7:42pm. Vote: 4-0. Motion
carried.

Motion by: Councilman Love, seconded by Councilman Sanders to exit executive session. Time: 7:51pm.
Vote: 4-0. Motion carried.

Zoning Commission: none

Finance & Rule: Cash balance of all funds $ 1,423,672.40. All funds includes CDs and reserved or
restricted funds, and debt reserve funds.

st read of RES 2022-1: 2022 Annual Appropriations. FO Gullett advised that in order for operations to
continue, this would need to be passed as an emergency.
Motion by: Councilman Love, seconded by Councilman Sanders to suspend the three read rule on RES
2022-1. Vote: 3-1, with Councilman Stanfield voting no. Motion carried.
Motion by: Councilman Love, seconded by Councilman Sanders to declare an emergency on RES 2022-1.
Vote: 3-1, with Councilman Stanfield voting no. Motion carried.

Motion by: Councilman Love, seconded by Councilman Sanders to adopt RES 2022-1. Vote: 3-1, with
Councilman Stanfield voting no. Motion carried.

FO Gullett advised that the Veterans Park Grant was submitted for final reimbursement but not yet
fulfilled by ODNR. This fund will carry into 2022 and will need appropriated.

Water & Sewer: Councilman Love asked if we have heard back from either party interested in the water
operations. At this time, no.
