Mayor Nathan Frisch called the December 23, 2021 Village of Attica Council regular meeting to order at 7:37 PM.

Roll Call: George Yakoubian, Kirk Stanfield, Lynn Love, Louie Sanders Others Present: Solicitor Heather Niedermeier Heyman, Incoming Fiscal Officer Isaac Phillips

Approval of Warrants: Motion by Councilman Yakoubian, seconded by Councilman Sanders to approve the warrants for payment. Vote: 4-0. Motion carried.

Approval of Minutes: Motion by Councilman Sanders, seconded by Councilman Love to approve minutes. Vote: 4-0. Motion carried.

Public Safety: Mayor Frisch passed the recap reports from the Sheriff for October and November.

EMS: Councilman Love reported: the next meeting was moved from 1/6/22 to 1/20/22 at 7pm.

Cemetery: Councilman Sanders reported: had meeting; paid 6 bills.

Personnel: 2 nd Read of ORD 2021-14, AN ORDINANCE ESTABLISHING RATES OF PAY FOR VILLAGE EMPLOYEES. Finance Committee recommended that the billing clerk rate be specified for new hire, S. Hamilton’s rate stay the same since she is leaving and G. Weis a 3% increase, as 5% was received last year in anticipation of a 90/10 insurance split. Motion by: Councilman Love, seconded by Councilman Sanders to amend ORD 2021-14 to read: Utility Billing Clerk rate, New Hire; Sheryl Hamilton $12.20 (hourly rate); Gary Weis $67,800 annual salary. Vote: 4-0. Motion carried. Councilman Love reported there has been 1 application for the billing clerk position; she is calling to set up an interview.

Zoning Commission: none

Finance & Rule: Cash balance of all funds $ 1,391,040.43. All funds includes CDs and reserved or restricted funds, and debt reserve funds. The Finance Committee recommended going with the renewal rate for the UHC insurance policy after review. Motion by: Councilman Love, seconded by Councilman Sanders to renew the United Healthcare policy at the renewal rate. Vote: 4-0. Motion carried. The Finance Committee also reviewed appropriations for 2022 and recommended no changes to the proposed resolution. 3rd Read: RES 2021-11, 2022 Permanent Appropriations for 2022. Motion by: Councilman Sanders, seconded by Councilman Love to adopt RES 2021-11. Vote: 3-1, with Councilman Stanfield voting no. Motion failed.

Water & Sewer: Mayor Councilman Love posted ads for both fulltime and part time operators on OTCO.

Village Website & IT: Councilman Yakoubian stated that he will be training the incoming Fiscal Officer, Isaac Phillips, on the website.

Unfinished, Old Business and New Business: A special meeting was scheduled for Tuesday, 12/28/2021 at 7:30pm to discuss the 2 resolutions/ordinances that could not be read as emergencies tonight due to lack of attendance, and to also present 2022 appropriations as an emergency. Appropriations must be past to continue operating and paying bills in the new year. With the mayor having surgery on January 4th, it was suggested that the first meeting in January be moved to Monday, 1/3/22 so that the organizational part of the year could happen, as well as electing a President Pro Tempore.

Motion by: Councilman Love, seconded by Councilman Sanders to move the first meeting in January to Monday, 1/3/22, with the organizational meeting at 7pm and regular meeting to follow. Vote: 4-0. Motion carried.
