Mayor Nathan Frisch called the August 26, 2021 Village of Attica Council regular meeting to order at
7:30 PM.

Roll Call: George Yakoubian, Kirk Stanfield, Tim Bulger*, Lynn Love, Chad Legron, Louis Sanders
*Tim Bulger presiding over meeting as President Pro Tempore, in Mayor Frisch’s absence.
Others Present: Solicitor Heather Neidermeier Heyman

Approval of Warrants: Motion by Councilman Love, seconded by Councilman Sanders to approve the
warrants for payment. Vote: 6-0. Motion carried.

Approval of Minutes: Motion by Councilman Love, seconded by Councilman Legron to approve minutes.
Vote: 6-0. Motion carried.

Written & Oral Communication: Resident Ed Beamer was present to ask a few questions about the
income tax. Was there a breakdown on percentages of income from residents versus employees in the
Village? No, as this was an estimate from RITA using several sources of data, including from the last
Census. They have a method of estimating based on certain factors and do not break it down into
categories like that. The amount of income tax revenue has always been listed as an estimate.
The breakdown of where income tax monies would go was created by one person? Yes, the breakdown
that was discussed in a previous meeting was created by the Village Administrator as his thoughts on the
best use of income tax monies. It is not an official set of numbers that has been voted on by Council, but
input from someone familiar with what the Village needs. Will RITA be administering the income tax if
passed? Council will have to vote on that. No official decision has been made since there is a
referendum on the income tax ordinance. In an answer to another’s question – no money has been paid
to RITA by the Village. We are not in any kind of contract with them as of now, and no paid services have
been rendered. The estimate provided earlier was not a paid service.
Beamer also inquired about the plans with Rural Water. At this point, Arcadis has provided a report on
the valuation of the water and sewer systems. There was a meeting with Rural Water to provide the
estimates given by Arcadis. Nothing has been offered on either side or by any other interested party at
this time.
Resident Deb Briggs was present to inquire about her utility bill and whether or not we still had
ordinances regarding junk cards and tall grass. Briggs was directed to the billing clerk for questions
about her billing and asked to provide the address for nuisances so it can be passed to the sheriff’s to
address.

Public Safety: none

Streets & Properties: Councilman Yakoubian reported that Terry McConnell was contacted to provide an estimate on the ditch cleanout discussed in a previous meeting. There may also be a grant opportunity that would help fund this project. Resident Ed Beamer stated there is a storm sewer near his house that had a load of water during the last rain. Discussion was had on storm sewers and the possibility that they need cleaned, as well as the possibility that the separation of storm sewers wasn’t done properly years ago. It was recognized that Eden St has problems with drainage. Further discussion on ditch cleaning and storm sewers will continue. Contact has been made with someone who can give the Village an estimate on cleaning the ditch south of town as referenced in the previous meeting. They may also be able to give insight as to whether or not that will help the drainage situation in town.

Fire: Councilman Bulger reported: had meeting, paid bills, 20 calls total.

EMS: Councilman Love reported: had meeting, paid bills, 7 recent graduates now on EMS roster.
Reminded of the public meeting regarding a countywide EMS district on 9/2 at 7pm at the old Kroger in
Tiffin.
Cemetery: none

Personnel: The Indeed job listing is active; no applications received.

Zoning Commission: none

Finance & Rule: Cash balance of all funds $ 1,386,363.18. All funds includes CDs and reserved or
restricted funds, and debt reserve funds.

st Read: ORD 2021-9: AN ORDINANCE TO CREATE A NEW SPECIAL REVENUE FUND 2152, LOCAL
AMERICAN RESCUE PLAN FUND, TO ACCOUNT FOR THE FUNDS RECEIVED AND EXPENSES ASSOCIATED
WITH THE AMERICAN RESCUE PLAN ACT AND DECLARING AN EMERGENCY. This is to set up a fund in
order to receipt in and track American Rescue Plan Act monies. Funds will be dispersed after approval of
request.
Motion by: Councilman Love, seconded by Councilman Sanders to suspend the three-read rule on ORD
2021-9. Vote: 6-0. Motion carried.
Motion by: Councilman Love, seconded by Councilman Sanders to declare and emergency on ORD 2021-
9. Vote: 6-0. Motion carried.
Motion by: Councilman Love, seconded by Councilman Sanders to adopt ORD 2021-9. Vote: 6-0. Motion
carried.

Village Income Tax: (see Written & Oral Communication)


Water & Sewer: Councilman Stanfield asked for more detail on the meeting with Rural Water and
whether or not the Village would be reaching out to others. Councilman Yakoubian reported that
essentially, they just took the report issued by Arcadis and would be looking it over. Yes, other
interested parties would be contacted as well. At this time, no official decision has been made on
whether or not to sell the operations.


Unfinished, Old Business and New Business: Councilman Love reported that Commissioner Shuff would
be coming through town with a group of volunteers to do some cleaning around the Village. Those
interested in volunteering should meet at Village Hall at 4pm on Tuesday 8/31.
