Mayor Nathan Frisch called the March 11, 2021 Village of Attica Council regular meeting to order at 7:34
PM.

Roll Call: George Yakoubian, Ed Treft, Tim Bulger, Kirk Stanfield, Louis Sanders, Lynn Love
Others Present: Village Administrator Greg Martin

Approval of Warrants: Motion by Councilman Bulger, seconded by Councilman Yakoubian to approve
the warrants for payment. Vote: 6-0. Motion carried.

Approval of Minutes: Motion by Councilman Yakoubian, seconded by Councilman Bulger to approve
minutes. Vote: 6-0. Motion carried.

Written & Oral Communication: Councilman Yakoubian wanted to relay that Commissioner Shuff did
follow up with him about the plowing concerns from the last meeting. Shuff passed the message on to
the county level and they are addressing.

Public Safety: noneStreets & Properties: VA Martin advised that potholes are showing up and will be fixed as weather
permits. Councilman Yakoubian noted that there is a section on Lemmon Street that was repaired with
cold patch but still has issues. Martin noted that it is something to be monitored until it can be fixed
again. It was also noted that Lemmon has several cracks and could use paving.
Councilman Bulger noted that there are several pole lights out around town. VA Martin advised that
those can be reported to AEP online for repair. It helps to have the pole number when reporting.

Parks: Councilman Love stated that Council needs to discuss the pool opening for this year. We are
going to be low on manpower and need to find out what COVID rules are in place for pools. The YMCA
does have a lifeguard class, but will only be offering one class, with the cutoff date of 3/15 for
registration. It’s uncertain right now on whether the Village will be able to open the pool this year; need
to find out more about when licenses are to be ordered, staffing and what measures need to be in place
for the pandemic guidelines.

Trees: VA Martin noted that a tree on W High St is overgrown and clogging the communications line for
Sutton. It is a Village tree, but Sutton will be paying to remove the tree to clear their line. No date is
known at this time for removal.

Fire: Councilman Bulger reported: had meeting, paid bills, have been 15 runs with most being between
4p-6a, sending 4 firefighters to EMR class.

EMS: Councilman Love reported: had meeting, paid bills, is communicating with county commissioners
and auditor about tax dollars, asked to schedule meeting with Bloom-Scipio to talk about doing a test
run for how merger coverage would work.

Cemetery: none

Personnel: Councilman Bulger stated that the Village is going to be experiencing a manpower shortage.
Only one qualified applicant has expressed interest in the operator job posted. Councilman Yakoubian
suggested that maybe a committee member from water/sewer could help with the interview process. It
was also suggested that a seasonal employee to help with things like mowing and other general labor
might be needed. Councilman Love will get together with VA Martin to make a list of those duties.

Zoning Commission: VA Martin noted that there have been a number of calls recently about putting up
fences.

Finance & Rule: Cash balance of all funds $ 1,352,756.89. February Bank Reconciliation was passed for review and approval.

FO Gullett announced that in the American Rescue Plan passed this week by the
Federal Government, there is provisions for state and local government funding. The Village could be
eligible for $170,000, which would have similar restrictions to CARES Act spending, but would include a
few things that it didn’t. The spending period would be through 2024. Nothing else is known at this time
on details of spending or timeline of distribution.

Village Income Tax: 3
rd Read: ORD 2020-14: AN ORDINANCE ESTABLISHING A ONE PERCENT INCOME
TAX FOR THE VILLAGE OF ATTICA.
Councilman Stanfield pointed out that a part of the ordinance referred to ORC 701, which had a section
that was only in effect until April 2021. The example couldn’t be found or given but Councilman Bulger
stated that it’s likely it is a section that is renewed yearly and would carry on each year.
Councilman Stanfield also asked if the Village would be hiring RITA. FO Gullett advised that is Council’s
decision and is completely separate than this ordinance. Stanfield also expressed that it was tyranny.
Councilman Yakoubian expressed that the Village was chartered years and years ago to provide services
you would otherwise have to provide yourself. That residents of the Village benefit from those services
and do not have to go out and find their own sources of water, sewer, infrastructure and other
provisions that the Village takes care of. The income tax provides the Village a way to continue to
provide for residents and maintain those services.
Motion by Councilman Bulger, seconded by Councilman Sanders to adopt ORD 2020-14. Vote: 4-2, with
Councilmen Stanfield and Love voting no. Motion carried. Love wanted it noted that she would rather
see the community vote on it.

Water & Sewer: VA Martin confirmed that the turbidity meters discussed at the last meeting are
needed. Per W/WW Super Gary Weis, 4 are needed more than 2, due to the number of meters that we
have at the plant.
Motion by Councilman Yakoubian, seconded by Councilman Bulger to approve the quote and project for
turbidity meters. Vote: 6-0. Motion carried.
Councilman Bulger asked if there were any updates from Makeever. Mayor Frisch advised that we are
still waiting on the company to send information to get the process started on a bid. FO Gullett relayed
that per the solicitor, we did not need to put the appraisal out to bid.

Village Website & IT: none

Unfinished, Old Business and New Business: Councilman Treft asked what the status of the “junk day”
discussion was. FO Gullett advised that our Rumpke rep said that prices should be the same as what
they quoted us in the fall. No decision was made.
Motion by Councilman Yakoubian, seconded by Councilman Sanders to enter into executive session at
8:34pm to discuss upcoming litigation and the employment status of a Village employee. Vote: 5-0, with
Councilman Stanfield excused. Motion carried.
Motion by Councilman Bulger, seconded by Councilman Yakoubian to exit out of executive session at
8:51pm. Vote: 5-0. Motion carried.
