Mayor Nathan Frisch called the February 11, 2021 Village of Attica Council regular meeting to order at 7:34 PM.

Roll Call: George Yakoubian, Ed Treft, Tim Bulger, Kirk Stanfield, Louis Sanders

Others Present:

Approval of Warrants: Motion by Councilman Yakoubian, seconded by Councilman Bulger to approve the warrants for payment. Vote: 5-0. Motion carried.

Approval of Minutes: Motion by Councilman Bulger, seconded by Councilman Sanders to approve minutes. Vote: 5-0. Motion carried.

Written & Oral Communication: none

Public Safety: Councilman Bulger requested a moment of silence for the passing of Charlie Bates. Bulger also reported that several agencies are interested in the police vehicles and potentially some equipment. Mayor Frisch added that Mercy Health, the sheriff’s office, and Republic are all interested. Frisch also stated that he is meeting with the sheriff tomorrow and would like to ask him about a possible trade for protection services. He has also contacted the solicitor to see if there are any legal concerns with this. No objections were expressed, with Councilmen Treft and Yakoubian supporting the idea.

Fire: Councilman Bulger reported: had meeting, paid bills, have been 15 calls since the last meeting, hired new clerk Isaac Phillips.

EMS: none Cemetery: Councilman Sanders reported; had meeting, paid bills.

Personnel: none

Zoning Commission: Mayor Frisch reported that he is taking the information to the sheriff regarding the issue on Venice St.

Finance & Rule: Cash balance of all funds $ 1,288,109.23. Mayor Frisch advised a president pro tem for this year. Councilman Yakoubian nominated Councilman Bulger, seconded by Councilman Sanders. Motion by Councilman Yakoubian, seconded by Councilman Sanders to close nominations for president pro tem. Vote 5-0. Motion carried. Motion by Councilman Yakoubian, seconded by Councilman Sanders to vote in Tim Bulger as president pro tem. Vote: 4-0, with Bulger abstaining. Motion carried.

Village Income Tax: Mayor Frisch asked for the thoughts on the income tax. Councilman Bulger expressed that Council really needs to inform residents about it. Councilmen Bulger and Sanders expressed support of the income tax. Councilman Stanfield stated that if the Village wants things, we need to pass a levy or find a way to transfer from one fund to another. FO Gullett will follow up with solicitor on what needs to happen with the tabled ordinance.

Water & Sewer: Mayor Frisch stated that the water/sewer committee recently had a meeting with Lyn Makeever, who will be giving a referral to the Village for a company to do a valuation on the water operations. Councilman Yakoubian stated that the valuation needs to cover everything, including debt, buildings, infrastructure, and parts replacement cost factors. Councilman Stanfield stated that nobody would want to buy the water plant, but Frisch advised that Rural Water already expressed interest in it. Stanfield also asked questions about salvaging the water plant, can we provide water to surrounding areas, and can’t we just close the water plant and get water provided from Rural Water.
