Mayor Nathan Frisch called the October 22, 2020 Village of Attica Council regular meeting to order at
7:30 PM.

Roll Call: Lynn Love, George Yakoubian, Ed Treft, Louie Sanders, Tim Bulger, Kirk Stanfield*
*Councilman Stanfield exited the meeting at 8:36pm, prior to adjournment at 9:02pm.
Others Present: Village Administrator Greg Martin, Solicitor Heather Niedermeier Heyman

Approval of Warrants: Motion by Councilman Yakoubian, seconded by Councilman Bulger to approve
the warrants for payment. Vote: 6-0. Motion carried
.
Approval of Minutes: Motion by Councilman Bulger, seconded by Councilman Sanders to approve both
sets of minutes. Vote: 6-0. Motion carried.

Public Safety: none

Streets & Properties: VA Martin advised the tile has been dropped off for the replacement project, and
it will be done as soon as the beans are off.

Parks: FO Gullett advised that the final report for the parks grant has been submitted.

VA Martin advised that the area for the stone at Myers Park has been dug out in preparation.

Trees: none

Fire: Councilman Yakoubian reported: had meeting, paid bills, the question has also been asked if fire
would go on schedule for coverage.

EMS: Councilman Love reported: had meeting, paid bills, supposed to be an upcoming meeting with
Bloom-Scipio, will report more on that when she has the info.

Cemetery: none

Personnel: Councilman Bulger discussed the employee handbook again. Councilman Yakoubian noted
that it should be compared to ORD 1990-3, which is basically the old handbook. Other questions or
notes brought up: double check the license requirement to operate the water plant, verify what
insurance coverage states, there is a clause about terms of employment that could be different in a
hiring ordinance, are employee evaluations being done, who is accountable for making sure this is
followed. It was also discussed that the handbook should be amended as things come up so that we
have a policy moving forward when needed, and also that evaluations should be made against some
form of job description.
Councilman Yakoubian asked if a decision has been made on Sheryl’s hours; would like to add another 4-
hour day somewhere at least. VA Martin will follow up.

Zoning Commission: noneFinance & Rule: Cash balance of all funds $ 1,342,953.54. The Finance Committee will be working on the
budget and scheduled a meeting for Monday, 10/26 @ 4pm.

st Read: RES 2020-20: 2020 AMENDED APPROPRIATIONS.
Motion by Councilman Sanders, seconded by Councilman Bulger to suspend the three read rule on ORD
2020-20. Vote: 6-0. Motion carried.
Motion by Councilman Sanders, seconded by Councilman Bulger to declare an emergency on ORD 2020-
20. Vote: 6-0. Motion carried.
Motion by Councilman Sanders, seconded by Councilman Bulger to adopt ORD 2020-20. Vote: 6-0.
Motion carried.
Village Income Tax – Since the budgeting process is not complete, the income tax was not brought out of
being tabled. It was noted that we have more than likely missed our window to have an income tax in
place by January 1st. The next possible start would be July 1st
.
FO Gullett discussed some of the options for Coronavirus spending that were reviewed at the Finance
Committee Meeting. The committee recommends to move forward with audio/visual and security
project as a way to enable better meeting recording to upload online or in the need of virtual meetings,
as well as security in the event of another lockdown.
Motion by Councilman Love, seconded by Councilman Sanders to move forward with the audio/visual
and security project. Vote: 6-0. Motion carried.
Other uses for the Coronavirus funds included laptops and equipment to enable remote work ability and
also other cleaning and sanitary supplies. Councilman Yakoubian expressed he is not in favor of
computers leaving the building, due to security issues if someone were to get ahold of them. He is not in
favor of this project, even if it means finding the money somewhere else in the budget. FO Gullett will
go back to the IT company for guidance. Councilman Love will follow up on a list of supplies we should
purchase.

 

Water & Sewer: Councilman Yakoubian reported that he called New Washington to get advice about
selling the water system. He also reached out to RCAP to find out what services they can offer us along
the way, as suggested by New Washington. Yakoubian will follow up with RCAP. Councilman Bulger
agreed that we should get the information and make a decision so we can move forward.
Yakoubian also asked what the budget was looking like from water/sewer and what the plan is for
budgets/personnel. VA Martin stated that a decision needs to be made on whether or not we are going
to sell water operations in order to make a plan. Councilman Love advised that she would like to see a
detailed budget from water/sewer. Yakoubian expressed great concern that things aren’t done yet and
that we always wait until the last minute for things and don’t plan ahead.

Village Website & IT: Councilman Yakoubian requested that we contact our IT consultant for a checkup.

nd read: ORD 2020-19: A RESOLUTION OF ATTICA VILLAGE
COUNCIL ADOPTING THE FEDERALLY APPROVED SENECA COUNTY ALL HAZARD MITIGATION PLAN.
It was decided that the 2nd meeting in November would be held on Tuesday, November 24th, due to the
Thanksgiving.
