Mayor Nathan Frisch called the October 8, 2020 Village of Attica Council regular meeting to order at
8:12 PM.

Roll Call: Lynn Love, George Yakoubian, Ed Treft, Louie Sanders, Tim Bulger, Kirk Stanfield
Others Present: Village Administrator Greg Martin

Approval of Warrants: Motion by Councilman Bulger, seconded by Councilman Love to approve the
warrants for payment. Vote: 6-0. Motion carried.

Approval of Minutes: Motion by Councilman Bulger, seconded by Councilman Yakoubian to approve
both sets of minutes. Vote: 6-0. Motion carried.

Written & Oral Communication: Gary Siesel from the Attica Knights of Columbus/Good Knights was
present to discuss their utility bill. He stated their last bill was $916.10, and they discovered there was a
leaky toilet that has since been shut off or fixed. Their bill is generally $59.75. The COVID pandemic has
hit them hard with cancellations of hall rentals. Siesel asked for help with the bill. Some discussion was
had on previous approved situations, the fact that it was clean water, and the KofC’s role in the
community. Councilman Stanfield suggested charging either 2 or 3 units, Councilman Treft suggested
forgiving 1/3 of the bill, and Councilman Sanders suggested taking the sewer portion off of the bill. Siesel
stated he would be glad for any help given by Council.
Motion by Councilman Love, seconded by Councilman Bulger to drop the sewer portion of $409.10 of
the K of C’s utility bill. Vote 5-1, with Councilman Stanfield voting no. Motion carried.
Motion by Councilman Bulger, seconded by Councilman Sanders to allow the K of C to pay half of the
remaining $507 now and the other half next month. Vote: 6-0. Motion carried.Public Safety: none
Streets & Properties: VA Martin advised that paving was done on West Walnut and South Woodwind,
and the tile project will happen when the beans are off in the adjacent field.

Parks: none

EMS: none

Cemetery: none

Personnel: Councilman Bulger passed a rough draft of the new employee handbook. He advised Council
to review it and contact him by email or between 12p-5p with questions. Councilman Treft expressed
that he felt employees should be paid for sick time they earn and not ¼ of it.

Zoning Commission: none

Finance & Rule: Cash balance of all funds $ 1,341,802.05. The September Bank Reconciliation was
passed for review and approval. FO Gullett passed a preliminary outline of the 2021 budget based on
rough estimates. The Finance Committee will be working on the budget and scheduled a meeting for
Thursday, 10/15 @ 7pm. 1st Read: RES 2020-18: RESOLUTION ACCEPTING THE AMOUNTS AND RATES AS DETERMINED BY THE
BUDGET COMMISSION AND AUTHORIZING THE NECESSARY TAX LEVIES AND CERTIFYING THEM TO THE
COUNTY AUDITOR. The information was received from the County Auditor after the deadline to return
the resolution, so it would need to be passed as an emergency to get it returned ASAP.
Motion by Councilman Sanders, seconded by Councilman Bulger to suspend the three read rule on ORD
2020-18. Vote: 6-0. Motion carried.
Motion by Councilman Sanders, seconded by Councilman Bulger to declare an emergency on ORD 2020-
18. Vote: 6-0. Motion carried.
Motion by Councilman Sanders, seconded by Councilman Bulger to adopt ORD 2020-18. Vote: 6-0.

Village Income Tax – none
FO Gullett discussed some of the options for Coronavirus spending that were reviewed at the Finance
Committee Meeting. The committee recommends to move forward with the copier replacement.
Motion by Councilman Sanders, seconded by Councilman Bulger to go ahead with the copier
replacement from Perry ProTech and the maintenance agreement. Vote: 6-0. Motion carried.
Councilman Stanfield requested a more detailed revenue report for the next meeting and also asked for
clarification on Fund 5761.

Water & Sewer: none


Village Website & IT: Councilman Yakoubian requested that we contact our IT consultant for a checkup.
Unfinished, Old Business and New Business: 1st read: ORD 2020-19: A RESOLUTION OF ATTICA VILLAGE
COUNCIL ADOPTING THE FEDERALLY APPROVED SENECA COUNTY ALL HAZARD MITIGATION PLAN.
