Mayor Bryan Shock called the September 13, 2018 Village of Attica Council meeting to order at 7:33PM.

Roll Call: Nate Frisch, George Yakoubian, Louie Sanders, Ed Treft, and Kirk Stanfield.

Others present: Chief Turner, V.A. Greg Martin, Officer Jason Bush, reporter Bonnie Daniels, Jeff Painter, and resident’s M/M Lance Drummond.  

Approval of Warrants: Motion by Councilman Yakoubian, seconded by Councilman Frisch to approve the warrants for payment. Vote: 5-0 Motion carried.

Approval of Minutes: Motion by Councilman Frisch, seconded by Councilman Sanders to approve the minutes after amendments. Vote: 5-0 Motion carried.

Written & Oral Communication: Jim Schumacher, Commander of American Legion Post 260 will take over the town flags. Jeff Painter thanked everyone for their help and donations. The stock was given to the Legion today.

Thank Seneca county park districts awarding us a very generous grant to paint the pool and replace the electrical harness inside the light polls.

Thank Rolland & Sara for work done for the grant that comes back for the parks. Thank them for their hard work. They are considering doing this grant every 2 years or so, so communities may get more money.

Thanks to commissioner Shayne Thomas for his work involved in getting the old Eagles torn down. The dirt and top soil came from the lagoon project to grow the grass.

Public Safety: Conference system is up and running. Would like to thank Gary Weis for assisting with the installations. Can now perform video conferences and webinars with this system.

Graffiti in the park on the plastic orange slide with the tunnel last week. Have spent 1 ½ hours so far cleaning outside and inside of the slide. Received the cleaner from Greg Martin and he is ordering more. Camera is ordered and it will be in tomorrow, if caught will be fined. When we have to clean this it is $30 per hour per man to clean the graffiti. If caught and a juvenile, there will be a fine and a trip to JDC.

We received a letter back from Brooke Grant from the attorney general’s office awarded $2,708.44 for body armor for the officers. 25% came from the legion. The Legion agreed to assist with 1 or 2 vests and it was cheaper for the Legion to come up with the 25%. Thanks to the Sons of the Legion for the donation, BWC, and attorney general’s office for providing the vests. The vests cost $3,611.25. These were not paid for with the tax payers money.

Chief Turner would like to schedule a meeting with 2 members to update policy’s and discuss the police levy. Please come out and vote for levy, if the police levy does not pass, there will not be a police department. The police levy needs to pass in November!

Chief Turner working on a big grant to keep the equipment updated and officer’s safe, this is why he is not seen on the road as much. Annual qualifications coming up for the police department an officer was sent to ARIDE training.

Councilman Yakoubian may make fliers to pass out for the police levy. Encourage people to come to town meetings, tried to have community meetings in the past and people usually do not show up.

It was discussed to use the read board to promote the police levy and take down the day of election.

Councilman Sanders, Councilman Yakoubian, and Chief Turner to have a meeting Thursday at 4:30 pm to get community to attend to discuss the police levy. Would like to have an ad in the Thursday morning paper for committee meeting and also post on Facebook page.

Streets & Properties:   Greg approached the Legion about the property next door. There is a new business called Bunchberries Primitives & Propers on 37 E Tiffin that sells crafts-antiques and repurposed items.

Parks: Annual Legion Party in the Park at Meyers park to be held September 21 and 22nd. No charge to get in. There will be a K of C corn hole contest, food stands, Poker run on Saturday morning, and Touch the Truck for the kids. Sons of the Legion put a lot of work into this, there will also be one pitch softball tournament with 10 on a team.

Musco Electric’s bid is still good from back in February for the poll lights wiring issue.

Pull tractor tires out and get rid of them at the old Legion Park… there are wires showing.

The concession stand was broken into; the windows were broken. We have an estimate for $418.50 to repair the windows. The deductible through PEP insurance is a $1,000, the funding is there to replace the windows. Cameras are $511 each, will be for the park fund if used.

Motion by Councilman Frisch, seconded by Councilman Yakoubian to replace the windows that were broken at Meyers Park. Vote: 5-0. Motion carried.

Motion by Councilman Frisch, seconded by Councilman Treft to adjourn the meeting. Time: 8:35PM. Vote: 5-0. Motion carried.
