Minutes: Mayor, Louis Sanders called the July 9, 2026 Village of Attica Council regular meeting to order at 7:30PM.
Roll Call: Ed Beamer, Steve Tanner, Nicole Lenhart, Jim Gray, Keith Hopple, Kirk Stanfield
Others Present: Village Administrator Shock, Law Director Neidermeier, Maintenance Supervisor Scott
Absent: None
Approval of Warrants: Motion by Councilwoman Lenhart to approve the warrants for payment, seconded by Councilman Gray. Vote: 5-0, with Councilman Stanfield abstaining. Motion carried.
Approval of Minutes: Motion by Councilwoman Lenhart to approve 6/25/26 regular meeting minutes, seconded by Councilman Gray. Vote: 5-0, with Councilman Stanfield abstaining. Motion carried.
Written & Oral Communication: Seneca County Commissioner, Bill Frankart introduced Grants & Community Engagement Coordinator with the Seneca County Collaborative, Judy Dezse. Judy congratulated the Village on their receipt of state capital budget funding of $100,000 towards a paved walking path around the Attica Water Reservoir. Judy encouraged the Village to reach out to her and the team at Seneca County Collaborative to take advantage of grant resources available to the local communities.
State Representative Gary Click attended the meeting to congratulate and present the state awarded funding to the Village of Attica, $100K for the Attica Water Reservoir Paved Walking Path Project, and $800K for the Water Regionalization Project. Mayor Sanders thanked State Representative Gary Click for his support to the Village.
Public Safety: Village Administrator Shock noted two of the four digital speed signs have arrived and been installed, he noted traffic appeared to be slowing as they enter town in response to the new signage.
Streets & Properties: Councilman Gray noted various properties in town with grass and weed violations, but he suggested not pushing the issue until the brush route is brought back to assist residents.
Parks: Councilwoman Lenhart noted work is continuing at the Legion Park.

Finance and rule:
Fiscal Officer Phillips provided Ord 2026-6 to council for its 2nd reading, legislation amending the employee handbook to add June 19, Juneteenth, as a paid holiday recognized for full time Village employees.
Fiscal Officer Phillips requested motion to set a public hearing for the 2027 Municipal Tax Budget. Councilwoman Lenhart made motion to set a public hearing for the 2027 Municipal Tax Budget for August 13th immediately preceding the regular scheduled council meeting at 7:30PM. Councilman Gray seconded the motion, vote 6-0, motion carried.
Water & Sewer: Councilman Gray noted issues with the sewer lagoon aerators which have been inoperable for a week and half. Councilman Gray provided an update from Village Engineer Dylan Wyatt noting the contractor has provided two options, either to repair the current aerators which are the last of their kind in Ohio and hard to find parts for or replace with new. Councilman Gray noted the company is offering larger discounts to switch to the new units that will be serviceable going forward. Councilman Gray noted he expects to have quotes within the next week.
Councilman Beamer noted a pre-construction meeting on Monday July 13th with RA Bores, ODOT, Makeever, and the Village. Expectation is after the meeting construction will be able to commence.
Councilman Stanfield inquired on what the 2,000ft of 6inch water line was for. Councilman Gray noted the 8inch line is running from the NORW connection point to the water tower and the 6inch water line is looping in Buckeye Village to avoid a dead-end point.
Councilman Stanfield inquired on why the position of the chemical feed has changed. Councilman Beamer noted this was discussed several times, several meetings ago. Councilman Beamer inquired if Councilman Stanfield was proposing to put the main meter and chemical feed at the edge of town? Councilman Stanfield replied “I’m not proposing anything, I’m only trying to figure out what’s going on so a lot of stupid money is not wasted on fantasy mandates by self-serving village engineers an foolish people like Cindy who wind up here while you all play patty cake and bobblehead bullshit, if you bother to look at things, which brings me to my next point, Heather have you been working on the ordinance that says people need eighth grade proficiency in the 3r’s in order to participate outside of their statutory duties and responsibilities.” Law Director Niedermeier responded she did not know what Councilman Stanfield was talking about.
Councilman Beamer noted Cindy is not the one showing up and telling us what to do, but the EPA is monitoring our water and tell us what we have to do.
Councilman Stanfield asked what chemicals are wrong, noting Councilman Beamer has already admitted he is not a chemist.
Councilman Beamer replied, “You are right, that’s why we have scientist performing a corrosion control study because they are a lot smarter than you and me.”
Mayor Sanders implored council to move on to the next item of business.

Unfinished, Old Business and New Business: Councilwoman Lenhart inquired with Council how to approach outside wood burners and required smoke stack height. Councilmna Stanfield suggested enacting a basic building code.
Councilman Beamer asked Councilman Stanfield asked if he could bring a recommended building code to the next council meeting.
Councilman Stanfield noted he presented one ten years ago.
Councilman Beamer noted that he wasn’t on council ten years ago and inquired again if Councilman Stanfield could bring one to the next council meeting.
Councilman Stanfield replied, no that’s not my job.
Councilman Beamer asked Councilman Stanfield what his job is, Councilman Stanfield noted he watches the money of the Village.
Mayor Sanders encouraged council to move to any last remaining items of business.

Motion by Councilman Beamer, seconded by Councilwoman Lenhart to adjourn the meeting. Time: 8:21 PM. Vote: 6-0, Motion carried.
