Minutes: President Pro Tempore, Nicole Lenhart called the June 25, 2026 Village of Attica Council regular meeting to order at 7:30PM.
Roll Call: Ed Beamer, Steve Tanner, Nicole Lenhart, Jim Gray, Keith Hopple, Kirk Stanfield
Others Present: Village Administrator Shock, Maintenance Supervisor Scott
Absent: Mayor Sanders
Approval of Warrants: Motion by Councilman Gray to approve the warrants for payment, seconded by Councilman Tanner. Vote: 6-0 Motion carried.
Approval of Minutes: Motion by Councilman Gray to approve 5/28/26 regular meeting minutes, seconded by Councilman Beamer. Vote: 5-0, with Councilman Stanfield abstaining. Motion carried.
Written & Oral Communication: Resident, Rob Semer inquired on any updates to his water and sewer bill from the previous meeting he attended, noting his bill has not changed and that he had not spoken to the utility billing clerk. Councilman Beamer apologized as he thought Alyssa, the utility billing clerk, had spoken to the resident. Councilman Beamer noted the meter was checked and no water has been used and he recommended that going forward the resident only be charged the minimum.
Jimmy Flint from North Central Electric introduced himself to council. He works in economic development for the Cooperative and spends his time doing various project management tasks for commercial and industrial projects. Jimmy congratulated the village on the award of state capital funds of $100,000 towards the village’s waterfront paved walking path project. Jimmy noted North Central Electric would be happy to help with the project and work on some different options to help the village with the remaining funds needed to complete the project.

Streets & Properties: Village Administrator Shock noted a few properties turned over to the Sherrif’s Department for items setting in the boulevard.

Fire: Councilwoman Lenhart noted 22 total calls in May with 7 calls being within the Village.
EMS: None
Cemetery: None
Personnel: Councilman Gray noted a miscommunication regarding the raise Will Gates received at the previous meeting, Councilman Gray noted he accepts responsibility for not going to talk to Will in person to share the news, which led to the misunderstanding of a pay rate discrepancy. Councilman Gray noted Will was made aware of a raise to $28.63/hr, when the approved new rate was $28/hr, Councilman Gray noted to remedy the situation in good faith that the approved new pay rate be the $28.63. Council voted unanimously to adjust the pay rate to $28.63/hr retroactive to the previous pay period. Councilman Gray noted going forward employee evaluations and pay changes will be handled in person to alleviate any concerns.
Councilman Gray noted the village hired a part-time maintenance employee, Brad Vitte, Maintenance Supervisor noted he has been a great addition to the team so far.
Councilman Stanfield inquired if this hiring would allow for the brush route program to come back, Maintenance Supervisor Scott noted that the Village is still without the necessary equipment, noting the dump truck is at Sharpnack being repaired.
Zoning Commission: Village Administrator Shock noted a residence in town with a very low wood burning smoke stack that is causing some concerns, he recommended council work with legal counsel to prepare legislation regarding the matter.
Finance and rule: Fiscal Officer Phillips provided Ord 2026-5 to council, emergency legislation adopting a cybersecurity policy as recommended by the Auditor of State. Councilman Beamer moved to declare and emergency and suspend the three-reading rule. Councilman Gray seconded the motion. Vote 6-0 motion carried. Councilman Beamer moved to adopt Ord 2026-5, Councilman Gray seconded the motion, vote 6-0, motion carried.
Fiscal Officer Phillips provided Ord 2026-6 to council for its 1st reading, legislation amending the employee handbook to add June 19, Juneteenth, as a paid holiday recognized for full time Village employees.
Water & Sewer: Councilman Beamer noted a recent meeting with the EPA regarding previous findings. The meeting provided updates to the EPA on measures the Village has taken including the regionalization with NORW. The EPA is reviewing the updates and will follow up. Councilman Beamer noted no new updates regarding the draft agreement with Bloomville and their sewer regionalization project.
Councilman Stanfield inquired with Councilman Beamer if he could have copies of the Bloomville sewer plant numbers and the operating costs for Attica sewer. Councilman Beamer noted he will send them via email after the meeting.
