Minutes: Mayor Louis Sanders called the May 28, 2026, Village of Attica Council regular meeting to order at 7:30PM.
Roll Call: Steve Tanner, Nicole Lenhart, Jim Gray, Keith Hopple, Kirk Stanfield, Ed Beamer
Others Present: Administrator Shock, Maintenance Superintendent Scott
Absent: Law Director Niedermeier
Approval of Warrants: Motion by Councilman Gray to approve the warrants for payment, seconded by Councilman Tanner. Vote: 6-0, motion carried.
Approval of Minutes: Councilman Beamer moved to approve 5/14/2026 meeting minutes, Councilman Gray seconded the motion, vote 5-0, Councilman Stanfield abstained, motion carried.
Written & Oral Communication: Seneca County Recorder Stephanie Monaco introduced herself to council and staff.
Resident Rob Semer at 3440 St Rte. 4 inquired on his water bill noting he shut off water and left for the winter, but returned to a large bill. Councilman Beamer asked if water was shut off by village staff. Rob noted no, that historically no one on staff has been able to find a shut off at his property, but he shut water off inside the home. Councilman Beamer noted that without the village knowing water is shut off the 2 unit minimum usage charge continues to apply. Councilman Beamer noted he would connect with the utility billing clerk and get back to Rob.
Public Safety: No update
Streets & Properties: Village Administrator Shock provided a reminder that residents walking around town with dogs need to pick up after them and need to keep them leashed.
Parks: No update
Trees: Councilman Tanner noted a quote from Sowers Tree Service of $4,600 to remove some dead and hazardous trees throughout town.
Fire: No update
EMS: No update
Cemetery: No update
Personnel: Executive at the end of the meeting
Zoning Commission: No update
Finance and rule: No update
Water & Sewer: Councilman Beamer provided a draft sewer regionalization agreement with the Village of Bloomville for review as prepared by Attica’s legal counsel. Councilman Stanfield inquired on the following:
Councilman Stanfield: How many customers does Bloomville have?
Councilman Beamer: As of 2023, 377.
Councilman Stanfield: How much volume was treated?
Councilman Beamer: In 2023 - 34 million gallons were treated, 2024 - 33.2 million gallons, and 2025 - 30.9 million gallons.
Councilman Stanfield: Was that their water plant?
Councilman Beamer: No, that’s sewer treatment.
Councilman Stanfield: This is a windfall, what does it cost us to run that plant?
Councilman Beamer: 2024 total operating expense was $229K, 2025 was $280K.
Councilman Stanfield: Not with all the subsidies out of sewer, what was electricity?
Councilman Beamer: Electricity in 2025 was $17,843.
Councilman Stanfield: Ok so $24K for an operator, $18K for electric, how much for testing?
Councilman Beamer: $7,500
Councilman Stanfield: The basic costs here should only add up to $90K a year, if you were clever you should pay forward our debt 15 years and give the rest of the funds back to the people. $90K is all you need to run that plant any other numbers are fictitious, this is a windfall. Who made the draft agreement?

Train Derailment: No update
Unfinished, Old Business and New Business: Maintenance Superintendent Scott provided a quote to council of a zero turn mower from Ag-Pro, the zero turn after trade in would cost roughly $1,500 to the village. Councilman Gray moved to approve trade in and purchase, Councilman Hopple seconded the motion. Vote 6-0, motion carried.
Executive Session: Councilwoman Lenhart moved to enter executive session to discuss personnel at 8:21 PM, Councilman Gray seconded the motion, vote 6-0, motion carried.
Councilwoman Lenhart moved to exit executive session at 8:42 PM, Councilman Gray seconded the motion, vote 6-0, motion carried.
Councilwoman Lenhart moved to increase employee Will Gates hourly pay rate to $28/hr after receiving his class 1 water license. Councilman Gray seconded the motion, vote 6-0, motion carried.
Next meeting: Regular meeting on Thursday, May 28th at 7:30 PM.
