Minutes: Mayor Louis Sanders called the May 14, 2026, Village of Attica Council regular meeting to order at 7:30PM.
Roll Call: Steve Tanner, Nicole Lenhart, Jim Gray, Keith Hopple, Kirk Stanfield, Ed Beamer
Others Present: Law Director Niedermeier
Absent: Village Admin Shock
Approval of Warrants: Motion by Councilwoman Lenhart to approve the warrants for payment, seconded by Councilman Gray. Vote: 6-0, motion carried.
Approval of Minutes: Councilman Beamer moved to approve 4/23/2026 meeting minutes, Councilwoman Lenhart seconded the motion, vote 5-0, Councilman Stanfield abstained, motion carried.
Written & Oral Communication: Seneca County Commissioner Anthony Paradiso and Seneca County EMS Chief Hafley presented an update on the County EMS system noting positive results in response times, and stabilization of staffing. Commissioner Paradiso also provided financial insights suggesting the EMS entity is functioning within its means with improvements in various cost saving areas, namely a new medical director partner in University Hospitals which has been saving nearly $200,000 annually. Chief Hafley noted increased call volume trends as well as noting Sentinel has started an EMS curriculum that will allow the entity to have a replenishing of staffing when needed.

Parks: Councilwoman Lenhart noted trees planted along the fence row at Myers Parks as well as establishing ODNR required signage at the old pool location.
Trees: Councilman Tanner noted a few trees around town that need trimmed or removed. Mayor Sanders noted he would work with Village Administrator Shock to get quotes to address some trees throughout town.
Fire: Councilwoman Lenhart noted replacement hydrants have arrived, but staff is awaiting parts and rebuild kits.
EMS: None

Zoning Commission: None
Finance and rule: Ord 2026-4 Village Property Access - was held for its third and final reading.
Councilwoman Lenhart made motion adopt Ord 2026-4, Councilman Beamer seconded the motion, vote 6-0, motion carried.
Water & Sewer: Councilman Beamer provided updates on the NORW project, notably a recent meeting with Village staff and engineers, including Makeever & Associates and Cornwell Engineering Group. The engineers noted two options for the corrosion control study, one being to stop the study now and continue to feed chemical treatment after NORW connection, or continue the study in hopes a solution can be identified to remediate or minimize the need for chemical additions after NORW connection. Village staff noted their main concern was not elongating the project any further as the water plant is in need of repairs and maintenance that could jeopardize its functionality if left unattended to for to long. Village engineers noted the study could continue alongside construction and connection with NORW with both estimated to be finalized by year end. With the study and construction able to continue simultaneously, members of the water and sewer committee along with the Village engineers and staff all agreed it would be best to continue the study. Councilman Gray noted if construction finished early, we would be able to setup a temporary chemical feed station that would allow us to start running NORW water.

Unfinished, Old Business and New Business: Councilman Stanfield questioned the need for the Sewer Capital fund. Councilman Beamer noted aging infrastructure, potential expansion with connection in Bloomville, along with the fund being used for sewer debt retirement. Councilman Stanfield moved to suspend the monthly $17.25 sewer capital charge. Councilman Beamer seconded the motion. Vote 1-5 with only Councilman Stanfield in favor, motion failed.
