Minutes: Mayor Louis Sanders called the April 9, 2026, Village of Attica Council regular meeting to order at 7:30PM.
Roll Call: Steve Tanner, Nicole Lenhart, Jim Gray, Keith Hopple, Kirk Stanfield
Others Present: Village Administrator Shock, Law Director Niedermeier
Absent: Ed Beamer
Approval of Warrants: Motion by Councilwoman Lenhart to approve the warrants for payment, seconded by Councilman Tanner. Vote: 5-0, motion carried.
Approval of Minutes: Councilwoman Lenhart moved to approve 3/26/2026 meeting minutes, Councilman Tanner seconded the motion, vote 4-0, Councilman Gray abstained, motion carried.
Written & Oral Communication: Village Engineer Dylan Wyatt provided an update on the water supply regionalization project, noting the 3 bids placed on the construction portion of the project. Mr. Wyatt provided his recommendation to award the lowest bidder, R.A. Bores Excavating the contract totaling $1,452,435.00. Mr. Wyatt noted there was a second bidder within $7,500 on the R.A. Bores bid. Mr. Wyatt also noted council would need to award this bid, subject to the EPA’s review, to allow the project to continue. Mr. Wyatt expects with this legislation passing at tonight’s council meeting would keep the project on track and heading towards a June 1st construction start date.
Resolution 2026-3 Awarding of Bid was presented, Councilwoman Lenhart moved to declare and emergency and suspend the three-reading rule, Councilman Gray seconded the motion, vote 6-0, motion carried. Councilwoman Lenhart moved to adopt Res 2026-3, Councilman Gray seconded the motion, vote 5-0, motion carried.
Public Safety: Village Administrator Shock noted AEP has started to replace street lights in town.
Streets & Properties: Councilman Tanner inquired on potholes being fixed around town. Maintenance Supervisor Scott noted once the weather permits the will knock out as many as they can.
Parks: None
Trees: None
Fire: Councilwoman Lenhart noted a fire in town the other day, while in the Fire Department was responding they noted a fire hydrant at the location was not working. Maintenance Supervisor Scott noted he checked the hydrant and was able to get it working.
EMS: None
Cemetery: None
Personnel: Councilwoman Lenhart noted staffing challenges, as one part-time employee has stepped away for the time being and Will Gates has been spending more time at the water plant due to the issues caused during the recent storms and power outages, this leaves Maintenance Supervisor and a part time employee to continue all other operations. Maintenance Supervisor Scott noted that with the mowing schedule there would only be one other day a week to work on other projects throughout town.
Mayor Sanders inquired if another part time employee would help, Administrator Shock noted at the very least it would. Fiscal Officer Phillips noted the village couldn’t afford to take on another full-time employee at this time. Councilwoman Lenhart noted she would post a part time opening.
Maintenance Supervisor inquired how staff can continue to perform brush pickup, notably the small dump truck has become non-operational, and a dump trailer would cost five to six thousand dollars. Councilwoman Lenhart recommended stopping the brush route until our equipment and staffing challenges are able to be addressed, and while the brush route is paused, residents may use the dump site during business hours. Mayor Sanders agreed. Councilwoman Lenhart noted she would make a public announcement.
Zoning Commission: None
Finance and rule: Ord 2026-4 Village Property Access - was held for its first reading.
Water & Sewer: Village Engineer Dylan Wyatt provided an update on the corrosion control study noting he expects to meet with the EPA and the Attica water staff to get a gameplan on the remaining steps of the study. Mr. Wyatt explained the EPA has approved the methodology of how the study is to be performed, and at this point has provided to options. Stop the study now and continue to feed chloramine into the system after connection to NORW, or continue the study in hopes to determine a path forward that would reduce the need for chemical usage. The advantage of stopping the study now is the cost savings associated with stopping the study early, the downside would be continued chemical cost and the need for a storage building to be built by the water tower to store ammonia used for treatment which can’t be stored inside the tower. Mr. Wyatt expects that if the village continued the study the timing would line up with the timing of construction expecting to be completed towards the end of the year.
Councilman Stanfield inquired why chemicals will be needed and where NORW’s water is piking up containments on its way to Attica. Mr. Wyatt noted the water won’t be arriving contaminated, but upon reaching Attica the water needs treatment to be protected from Attica lead lines while also taking account for that Erie County water has a different chemical in companions to Attica water.

Train Derailment: Councilwoman Lenhart noted legal counsel Dooley is expecting a conversation with the railroad and will provide an update following the meeting.
