Minutes: Mayor Louis Sanders called the March 26, 2026, Village of Attica Council regular meeting to order at 7:30PM.

Roll Call: Steve Tanner, Ed Beamer, Nicole Lenhart, Keith Hopple, Kirk Stanfield  

Others Present: Village Administrator Shock

Absent: Jim Gray

Approval of Warrants: Motion by Councilwoman Lenhart to approve the warrants for payment, seconded by Councilman Hopple. Vote: 5-0, motion carried.

Approval of Minutes: Councilwoman Lenhart moved to approve 3/12/2026 meeting minutes, Councilman Hopple seconded the motion, vote 5-0, motion carried.

Public Safety: Village Administrator Shock noted 27 street lights out that have been reported to AEP.

Streets & Properties: None

Parks: Councilwoman Lenhart provided an update that porta-potty’s have been placed at the ballfields with baseball and softball seasons getting underway. 

Trees: None 

Fire: None

EMS: None

Cemetery: None

Personnel: Councilwoman Lenhart noted that Water Superintendent, Mark Rosemark, has been working with the EPA and after evaluating Will Gates time on the job they are going to issue him a water license.

Zoning Commission: None

Finance and rule:  None

Water & Sewer:  Councilman Beamer provided an update on the Bloomville Sewer Regionalization project noting draft agreement discussions have resumed the changes that Bloomville is considering for the draft agreement don’t warrant an issue at this point in the initial planning phases of the project. 

Councilman Beamer also noted discussions with the Village’s Sewer Contract Operator, who does not feel as though the addition of Bloomville sewer would not cause a capacity issue for Attica’s lagoons, but a study that Republic recently did can provide more information. Councilman Beamer noted the expected cost of the study would be $200.

Councilman Beamer also provided an update on the Water Regionalization project noting the corrosion control study may be able to end sooner rather later with ongoing discussions with the EPA on the need to further analyze the project passed the point of a desktop review. 

Village Website & IT: None

Train Derailment: Councilwoman Lenhart noted legal counsel Dooley is expecting a conversation with the railroad and will provide an update following the meeting.
