Minutes: Mayor Louis Sanders called the October 23, 2025, Village of Attica Council regular meeting to order at 7:30PM.
Roll Call: Ed Beamer, Owen Best, Nicole Lenhart, Jim Gray, Keith Hopple, Kirk Stanfield
Others Present: Village Administrator Shock and Maintenance Supervisor Scott, Solicitor Niedermeier
Absent:
Approval of Warrants: Motion by Councilwoman Lenhart to approve the warrants for payment, seconded by Councilman Best. Vote: 6-0, motion carried.
Approval of Minutes: Motion by Councilman Best to approve 10/9/25 regular meeting minutes, seconded by Councilwoman Lenhart. Vote: 6-0, motion carried.
Written & Oral Communication: Shannon Featheringill representing the Seneca East Public Library inquired if the libraries late fee could be waived due to September’s bill arriving in the mail after they received their October bill in the mail. Councilman Hopple noted many residents along with the cemetery are having the same issue receiving late mail from the local post office. Councilman Beamer offered to donate the money needed to cover the late fee and penalty. Shannon accepted the donation on behalf of the library. Councilman Beamer will provide the donation to the utility billing clerk of $27.86. Shannon requested meeting minutes for her records. Councilwoman Lenhart offered to send the approved minutes after the next council meeting on November 13th.
Public Safety: None
Streets & Properties: Village Administrator Shock brought to the attention of council the need to purchase a new flag. Councilman Beamer inquired why this request is being made, but other charges for various purchases of higher value are not requested. Council presented no opposition to purchasing a new flag.
Parks: None
Trees: Village Administrator Shock provided a quote of $5,400 for tree trimming / tree removal needed in various locations throughout the municipality to compare to the previously provided $6,100 quote. Councilman Beamer inquired with Fiscal Officer Phillips if the funds were available for tree trimming. Fiscal Officer Phillips noted the expense would need to be taken from the budget initially set for road maintenance and repairs. Councilman Beamer made motion to accept the $5,400 quote, Councilman Best seconded the motion, vote 6-0, motion carried.
Fire: Councilwoman Lenhart provided an update from AVR Fire District noting the pump on their second run engine has been deemed unrepairable and obsolete. The fire department is looking into options to replace the truck while weighing different financing options.
EMS: Councilman Gray made note of Thompson Townships intent to join the county regionalized effort to provide emergency response service.
Cemetery: Councilman Hopple provided an update on the mausoleum project noting a contractor has been found and awarded the project.
Personnel: Councilman Gray provided an update on the water superintendents request to move to a 4 day – 10 hour work schedule, noting the EPA was okay with the schedule. Also noted was that employee Will Gates has scheduled the water operation test.
Zoning Commission: None
Finance and rule: Fiscal Officer noted cash balance of $954K.
Water & Sewer: Councilman Best provided updates from the EPA’s inspection held today, 10/23/25. The EPA helped the village understand the current violations and provided a formal plan to work towards remediation. Notably 75% of the violations were paperwork type items that were caused from previous operators of record that are being addressed by the current water superintendent.
Councilman Beamer provided a draft land purchase agreement (Resolution 2025-17) which would be the planned, future home of a chemical feed building, estimated size at this time is a 20x32 footprint. The chemical feed building at the proposed location will provide an optimal position to chemically treat incoming supply water from Northern Ohio Rural Water, to the extent that it will need treated. The extent to which treatment is needed will be determined by the corrosion control study that is underway. Councilman Beamer noted a land purchase agreement is required to be in place by the EPA’s 10/31/2025 deadline to receive the $800K principal forgiveness on the water regionalization project. The parcel to be purchased from Jason & Jackie Darling across from Miller Dr. (Buckeye Village) will be approximately 0.7 acres for $45,000 providing 70 feet of frontage and 390 feet of depth. Dylan Wyatt noted the property will work well for what we need, the original estimate built into the design was $35,000, but there is contingency money built in to cover an asking price of $45,000.
Councilman Beamer made motion to enter into the proposed land purchase agreement (Resolution 2025-17), Councilwoman Lenhart seconded the motion. Vote 5-1 with Councilman Stanfield opposed, the motion carried.

Unfinished, Old Business and New Business: Councilwoman Lenhart provided a reminder of upcoming council meeting dates due to the upcoming holidays. November 27th meeting is rescheduled to be held on November 24th and December 25th meeting is rescheduled to be held on December 22nd. Meetings will be held at 7:30 pm at village hall.
Next meeting: Regular meeting on Thursday, November 13th at 7:30 PM.
