Minutes: Mayor Louis Sanders called the October 9, 2025, Village of Attica Council regular meeting to order at 7:30PM.
Roll Call: Ed Beamer, Owen Best, Nicole Lenhart, Jim Gray, Keith Hopple, Kirk Stanfield
Others Present: Village Administrator Shock and Maintenance Supervisor Scott
Absent:
Approval of Warrants: Motion by Councilman Best to approve the warrants for payment, seconded by Councilwoman Lenhart. Vote: 6-0, motion carried.
Approval of Minutes: Motion by Councilman Best to approve 8/28/25 regular meeting minutes, seconded by Councilwoman Lenhart. Vote: 6-0, motion carried.
Written & Oral Communication: Maintenance Supervisor Scott provided updates on on-going work throughout the village. A notable project is the new gas station would like a new meter, their meter is currently in the basement of the diner next door. The problem is a new service line would need constructed from the water main on the other side of U.S. Route 4. Maintenance Supervisor Scott is calling R.A. Bores to provide a quote to install a new service line.

Trees: Village Administrator Shock provided a quote of $6,100 dollars for tree trimming and removal services need throughout town. Councilman Beamer inquired on why the quote is so expensive. Village Administrator Shock noted that service providers are required to be bonded to provide tree cutting service. Village Administrator Shock noted he would attempt to obtain more quotes.

Personnel: Councilman Gray inquired on behalf of Water Superintendent Rosemark on hiring another operator, not to increase staffing coverage but to help cover and relief current staff. Maintenance Supervisor Scott asked why employee Will Gates has not been getting more time in the water plant. Councilman Beamer inquired if Will had taken his water license test yet. Village Administrator Shock noted that Will has not tested yet. Councilman Gray mentioned he would talk to Water Superintendent Rosemark again about getting Will more hours in the plant and seeing where Will stands on obtaining the needed hours for the water operation license.

Finance and rule: Fiscal Officer noted cash balance of $983K.
Fiscal Officer provided Resolution 2025-16 accepting tax rates.
Councilman Best made motion to declare an emergency, suspend the three-read rule, and approve Resolution 2025-16. Councilman Beamer seconded the motion. Vote 6-0, Motion carried.
Water & Sewer: Councilman Beamer provided an update on the recent utility billing inquiries. For 27 Liberty, he noted the village knew water was on at the meter and it was not being read, so the village bares responsibility after a number of months of estimating. Councilman Beamer suggested using the initial bill to extrapolate from the estimate a bill of $873.70 and offering a 6 month payment plan to catch up. Councilman Beamer made motion to adjust the bill accordingly, Councilman Best seconded the motion, vote 6-0, motion carried.
Other updates included a potential land purchase agreement for the planned chemical feed building possibly needed for the NORW regionalization. Councilman Beamer believes this purchase agreement is close to the finish line. Councilman Beamer also mentioned that he believes from recent talks with Makeever and Associates and the EPA that the corrosion control study is not likely to be any more through than the benchtop study.
Councilman Stanfield inquired if the village is able to hand over the old water reservoir to the ODNR. Councilman Stanfield noted that they are eager to start a project there to rehabilitate and reserve the natural environment. Village Administrator Shock noted that the reservoir cannot be decommissioned until the water plant is decommissioned. Fiscal Officer Phillips will inquire with the EPA to verify.
Lastly, Maintenance Supervisor mentioned the lagoon sludge that needs disposed of. Councilman Hopple inquired of the sludge can be land applicated. Village Administrator Shock noted the EPA requires the waste to be taken to a landfill. Councilman Stanfield disagreed, noting that the sludge can be land applicated. Fiscal Officer Phillips will inquire on the issue.
