Minutes:
Mayor Louis Sanders called the July 10, 2025, Village of Attica Council regular meeting to order at 7:30 PM.
Roll Call: Ed Beamer, Jim Gray, Keith Hopple, Kirk Stanfield
Others Present: Administrator Shock, Maintenance Supervisor Scott, Water Supervisor Rosemark

Approval of Warrants: Motion by Councilman Beamer to approve the warrants for payment, seconded by Councilman Gray. Vote: 4-0 Motion carried.
Approval of Minutes: Motion by Councilman Beamer to approve 6/26/25 minutes, seconded by Councilman Gray. Vote: 4-0, Motion carried.

Finance and rule: Fiscal officer reported cash balance of $945K. Also noted was the water debt with USDA is set to be refinanced with OWDA on 7/17/25. This will relieve roughly $15K annually in debt payments while also reducing the interest rates from 4.5% to 1.75%, providing an interest savings of $962K over the next 20 years.
Water & Sewer: Councilman Beamer provided updates regarding the water regionalization project. Notably the Ohio EPA has awarded the Village of Attica with a 50% principal forgiveness towards the project. The project was originally estimated to total $1.6 million, which means the EPA would cover $800K. Councilman Beamer noted to receive this forgiveness, the EPA has put in place some aggressive deadlines, including a design plan to be finished and turned into the EPA by October 31st. Makeever & Associates is willing to accommodate the short turnaround time.
An approved engineering agreement with Makeever is required ASAP, an emergency meeting will be held July 17th at 6:00 PM to discuss and present a formal agreement on engineering and design plans.
Village Website & IT: None
Train Derailment: Councilman Gray noted recent email exchanges with counsel, Matt Dooley, all parties are aware of the ethanol found on the water main. Makeever & Associates is building an engineering and design plan to replace and re-route that line away from the railroad tracks. Once we have that proposal back, we will be able to sit down with Matt and discuss the best options to move forward.
Unfinished, Old Business and New Business:
Maintenance Supervisor Scott, provide updates on various projects. Notably a service body was donated to the village that will replace the rusted bed on the F-250 truck. He suggested the truck should be upgraded with a dual axle to better support the weight of the service bed.
Lastly, Maintenance Supervisor Scott, inquired on any current ordinances the village has regarding golf carts being rode on sidewalks. Administrator Shock verified those ordinances are in place, but the action to take is to contact the sheriff. Councilman Beamer noted seeing mopeds being ridden on sidewalks as well.
