Mayor Nathan Frisch called the February 10, 2022 Village of Attica Council regular meeting to order at 7:34 PM.

Roll Call: Tim Bulger, Louie Sanders, Kirk Stanfield Others Present:
Approval of Warrants: Motion by Councilman Bulger, seconded by Councilman Sanders to approve the warrants for payment. Vote: 3-0. Motion carried. Approval of Minutes: Motion by

Councilman Bulger, seconded by Councilman Sanders to approve the minutes. Vote: 2-1, with Councilman Stanfield voting no. Motion carried. Councilman Stanfield noted that he does not agree with how the minutes reflect the comments from resident Jim Phillips but did not make a motion for amending said minutes.

Written & Oral Communication: Resident Ed Treft was present to say thank you to the Village employees for their efforts in clearing the snow during the recent storm.
Resident Ed Beamer was present was present with some questions regarding his last bill. FO Gullett will take copy of his bill and pass questions along to the billing clerk.

Public Safety: Councilman Bulger stated that he would like to go through what’s left of the property in the old police station and start cleaning that up.

Streets & Properties: Resident Ed Beamer noted that the Village may want to remember to clear the snow from the sidewalks by the park on Seneca Street. He has no problem doing it usually, but if it’s a heavy snow he isn’t able to. Beamer also noted there is a section on Liberty Street where water is often running on the street. The Village may want to check for a potential leak.

Parks: none

Trees: Tree Committee Member Lance Drummond stated information should have been provided for a trimmer out of Willard. He would like to use them in the spring.

Fire: Councilman Bulger reported: had meeting, paid bills.

EMS: none

Cemetery: none

Personnel: Councilman Bulger stated that we have had multiple applications and interviews scheduled. FO Gullett also noted that Becky Mason has started training for the utility billing clerk position.

Zoning Commission: Mayor Frisch reported that he has received calls from tenants at the Attica Terrace Apartments that their walks are not being plowed. As a private complex, the Village is not responsible for those walks. Mayor Frisch did try to reach out to the owner, but the owner was not as concerned.

Finance & Rule: Cash balance of all funds $ 1,350,489.23. All funds includes CDs and reserved or restricted funds, and debt reserve funds. December Bank Reconciliation was passed for review and approval. FO Gullett stated that Year End procedures were wrapped up and the AFR has been filed.

Water & Sewer: January Utility Adjustment Report was passed for review and approval.

Village Website & IT: FO Gullett is coordinating training with former Councilman Yakoubian on the website.

Unfinished, Old Business and New Business: Mayor Frisch stated that he would like to see the empty Council seats filled.
