Mayor Nathan Frisch called the December 28, 2021 Village of Attica Council special meeting to order at 7:29pm.
Roll Call: Lynn Love, George Yakoubian, Tim Bulger, Kirk Stanfield, Chad Legron Others Present: Incoming Fiscal Officer Isaac Phillips.
1st Read of RES 2021-15: Amended Permanent Appropriations for 2021. Motion by: Councilman Love, seconded by Councilman Bulger to suspend the three-read rule on RES 2021-15. Vote: 5-0. Motion carried. Motion by: Councilman Love, seconded by Councilman Bulger to declare an emergency on RES 2021-15. Vote: 5-0. Motion carried. Motion by: Councilman Love, seconded by Councilman Bulger to adopt RES 2021-15. Vote: 5-0. Motion carried.
1st Read of ORD 2021-16: AN ORDINANCE SETTING HEALTH BENEFITS FOR EMPLOYEES. Motion by: Councilman Love, seconded by Councilman Bulger to suspend the three-read rule on ORD 2021-16. Vote: 5-0. Motion carried. Motion by: Councilman Love, seconded by Councilman Bulger to declare an emergency on ORD 2021-16. Vote: 5-0. Motion carried. Motion by: Councilman Love, seconded by Councilman Bulger to adopt ORD 2021-16. Vote: 5-0. Motion carried.
1st Read of RES 2021-17: 2022 Annual Appropriations Motion by: Councilman Love, seconded by Councilman Bulger to suspend the three-read rule on RES 2021-17. Vote: 4-1, with Councilman Stanfield voting no. Motion failed. Councilman Stanfield expressed that he doesn’t believe the resolution is useful, that we need to pass appropriations to operate, nor that it’s an emergency. Other Council members expressed concern that without appropriations for 2022, the Village cannot write any checks, including payroll checks. Also that it is required to pass appropriations in order to continue operating fiscally in 2022. The appropriations will be brought up for vote at the next meeting, January 3rd at 7pm.
Motion by Councilman Bulger, seconded by Councilman Legron to adjourn the meeting. Time: 7:50 PM. Vote: 4-1, with Councilman Stanfield voting no. Motion carried.
