Mayor Nathan Frisch called the December 10, 2020 Village of Attica Council regular meeting to order at
7:37 PM.

Roll Call: Lynn Love, George Yakoubian, Ed Treft, Tim Bulger, Kirk Stanfield

Others Present: Village Administrator Greg Martin
Approval of Warrants: Motion by Councilman Yakoubian, seconded by Councilman Bulger to approve
the warrants for payment. Vote: 5-0. Motion carried.

Approval of Minutes: Motion by Councilman Bulger, seconded by Councilman Love to approve both sets
of minutes. Vote: 5-0. Motion carried.

Public Safety: none

Streets & Properties: none

Parks: VA Martin announced that the parking lot project at Myers Park will likely not be finished until
spring when the weather is better.

Trees: none

Fire: Councilman Yakoubian reported: had meeting, paid bills.

EMS: Councilman Love reported: had meeting, paid bills, approval was given to move forward with
Bloom-Scipio merge with careful consideration, also talking with Willard City Manager about coverage
towards their area, purchasing equipment to hold CPR classes.

Cemetery: none

Personnel: Councilman Bulger asked for any feedback on the employee handbook ordinance.
Councilman Stanfield handed him a copy with revisions. Other questions were raised about healthcare
coverage and water licenses. It was decided that the 2nd read of ORD 2020-23 should be tabled, as there
are too many revisions to be made and investigated.
Motion by Councilman Bulger, seconded by Councilman Love to table the 2nd read of ORD 2020-23 until
the December 22nd meeting. Vote: 5-0. Motion carried.
Councilman Yakoubian reported that the W/WW Super Gary Weis would like some clarification on hours
for the billing clerk. FO Gullett advised her availability has opened up. Councilman Love stated that the
Personnel Committee would follow up with her and go from there.

Zoning Commission: none

Finance & Rule: Cash balance of all funds $ 1,362,789.82.3rd Read: RES 2020-21: 2021 PERMANENT APPROPRIATIONS.
Motion by Councilman Love, seconded by Councilman Bulger to adopt RES 2020-23. Vote: 5-0. Motion
carried.

Village Income Tax – none


FO Gullett gave an update on projects installed with the CARES Act funding, stating the deadline was
nearing. Mayor Frisch advised that we needed to get going on things, and he would rather see the
money do good than have it sent back. Frisch also stated that the Village could buy equipment for the
fire department and donate it, and that he has an idea of items already. Councilman Yakoubian
suggested a Zoom TV or compatible equipment for teleconferencing. Councilman Bulger asked about
billing software for electronic billing. Some information has been received and will be passed on about
that. Councilman Love stated that she was fine with adding additional meetings if needed to get things
done.

Water & Sewer: VA Martin advised that the house that was slated for demolition was torn down, the
lead water line was taken out, and the sewer line capped off.
FO Gullett advised that several residents reported not getting their water bill. The billing clerk mailed
bills on 11/30, and there is a known service issue with the US Postal Service. Councilman Yakoubian
stated that we may want to be lenient with penalties this month, due to this.
Mayor Frisch wanted to thank Village employees for putting in extra efforts and time to sanitize and
look out for each other, especially this past week.

Village Website & IT: Mayor Frisch requested the website to be updated that our next meeting would
be the 22nd, not the 24th. He also asked if someone could look into the issue with the electronic reader
board out front.

Unfinished, Old Business and New Business: Councilman Love asked if the cost of a new truck was ever
found. Mayor Frisch stated it was around $35k for the state bid price. We could use the old truck that
needs replaced as a standby, if it wasn’t too costly to keep.

Mayor Frisch also announced that starting in the new year, he would like to start each meeting with the
Pledge of Allegiance.
