Mayor Bryan Shock called the May 23, 2019 Village of Attica Council meeting to order at 7:31 PM.

Roll Call: Nate Frisch, George Yakoubian, Louie Sanders, Ed Treft, and Kirk Stanfield

Others present: Village Administrator Greg Martin and Solicitor Rick Palau

Approval of Warrants: Motion by Councilman Yakoubian, seconded by Councilman Sanders to approve
the warrants for payment. Vote: 5-0. Motion carried.

Approval of Minutes: Motion by Councilman Frisch, seconded by Councilman Sanders to approve the
minutes. Vote 5-0. Motion carried.

Written & Oral Communication: Mayor Shock read a letter of support from the American Legion, Post
260, for the building of the Veterans Memorial Park. Councilman Stanfield questioned whether the
grant, if approved, would create a cash flow issue for the Village since it’s a reimbursement grant. Shock
advised that no, it would not. We would work with Charlene Watkins on coordinating that.

Resident Lance Drummond advised the Legion wants to know how the deed is going. Solicitor Rick Palau
stated the deed is filed and the records office has a picture on file. Drummond stated the Legion wanted
a copy. Palau advised that any certified copy would have to come from the records office, we can only
give an unofficial copy.

Drummond also stated that the Legion has an event planned at the fairgrounds for Memorial Day. If any
of Council wanted to be present and up front, let the Legion know. Mayor Shock advised he planned to
be there, but did not have plans to speak. Drummond also noted the fire department would be taking
care of traffic control that day.

Public Safety: none

Streets & Properties: Village Administrator Greg Martin stated the Paving Train was through and fixed
the spots marked earlier. They did a nice job, and we were able to get all of the grindings from it.
Martin also noted that two lead service lines were replaced. Councilman Stanfield inquired as to how
many are left. Martin would have to look, but possibly 7 from those that were identified earlier. As they
are discovered, they are replaced. It’s up to the home owners to decide on replacement leading up to
the house, but most don’t want the cost of it. Martin is unsure about how many lines in the main are still
in need of replacement. Resident Lance Drummond asked how much the cost is. Martin advised it is
usually around $2,000 each. The EPA would require the Village to provide filters, bottled water, testing,
and extra monitoring in the event we have a water main break and discover that it’s lead. It’s been
discussed in the past to do all of the replacements to save on future costs, but has not been decided on.
Martin also confirmed the Village currently pays to the curb box.

Martin noted that residents seem to be doing a good job at keeping their lawns mowed.

Parks: Councilman Frisch stated that he was given a receipt for Mallory Beamer’s lifeguard certification
from 2018. We may owe her still for reimbursement of half the cost of the class that was due last year
now; and the remaining at the end of this season.

Councilman Stanfield stated that his wife is part of the local garden club who planted flowers out at
Myers Park. He stated that it’s a lot for her to take water out to the flowers and would like to know if

the lifeguards can water the flowers instead. Mayor Shock directed Stanfield to talk to Pool Manager
Glea Herr.

Village Administrator Greg Martin confirmed the pool is full, and the pipe is fixed. Herr is vacuuming and
ready to take over operations for the season. The pool is set to open on Sunday, 6/2.

Finance & Rule: Cash balance of all funds $1,107,062.67.
Water & Sewer: Village Administrator Greg Martin stated the Village purchased a solar sonic algae
control device and it has been set up in reservoir #2, the big one. Martin said that the city of Willard has
two of them and they like them. The device should help cut down the cost of algaecide.

Village Website & IT: none

Unfinished, Old Business and New Business: Councilman Treft brought up the idea of enacting a city
income tax. He feels that if we had that, everyone who lives and works in the Village would pay the tax,
not just the homeowners. Further discussion on the possibility of an income tax was held. Other villages
and towns use the Regional Income Tax Authority to handle some of the administrative aspects of
having an income tax. It was stated that the Village would need to put together an Income Tax Board.
Council can approve and enact up to 1%. It was not decided that 1% would be enough. It would also
have to be determined if those who pay the income tax would be given a credit for taxes paid in another
municipality or subject to all taxes. Further discussion and information is needed on this matter.

rd read of ORD 2019-8: an ordinance establishing rate of pay for seasonal Village employees and
seasonal admission rates. Councilman Stanfield expressed his opposition to making people pay for
admission. He feels the pool should be free, and we also need to review the parks levy to see if it needs
renewed.

Motion by Councilman Frisch, seconded by Councilman Yakoubian to adopt ORD 2019-8. Vote 4-1, with
Councilman Stanfield voting no. Solicitor Rick Palau confirmed that we do not need a vote of 5 since it is
not being passed as an emergency. Motion carried.

Councilman Frisch asked if we could take the police cruiser and park it somewhere visible over the
holiday weekend, as a means to deter speeders. Solicitor Palau advised that we check with our
insurance company to find out if the cruiser would be covered for that use and if we are legally able to
do this. Councilman Yakoubian expressed that he would prefer we just have the sheriff patrol. Village

Administrator Martin stated the sheriff has definitely been around, and they were checking doors the
other night.

Motion by Councilman Yakoubian, seconded by Councilman Frisch to adjourn the meeting. Time: 8:25
PM. Vote: 5-0. Motion carried.
