Mayor Bryan Shock called the January 24, 2019 Village of Attica Council meeting to order at 7:33PM.

Roll Call: Nate Frisch, George Yakoubian, Justin VanAlstine, Louie Sanders, Ed Treft, and Kirk Stanfield

Others present: Village Administrator Greg Martin and Solicitor Rick Palau

Approval of Warrants: Motion by Councilman Yakoubian, seconded by Councilman Frisch to approve the warrants for payment. Vote: 6-0 Motion carried.

Approval of Minutes dated 1/10/19: Motion by Councilman Frisch, seconded by Councilman VanAlstine to approve the minutes. Vote 6-0. Motion carried.

Approval of Minutes dated 1/17/19: Motion by Councilman Frisch, seconded by Councilman VanAlstine to approve the minutes. Vote 6-0. Motion carried.

Written & Oral Communication: A letter was received and read by the Mayor from the Seneca County Opportunity Center for a luncheon on March 1st at 11:30am at the Center with a guest speaker also there is a Celebrity Basketball game Tuesday march 26th at 7:00pm Heidelberg University if anyone would like to go.

Mayor Shock read a letter of resignation from Fiscal Officer Angela Depinet. This is effective Feb. 7. She is willing to stay and help train a new employee until Feb. 22, if necessary. Mayor would like The Village is to advertise for the position as soon as possible.

Chuck Athy stated that there is part of a side walk too big of a slab for him to move. He wanted to know if the Village could help and move the slab of sidewalk.

Scott Doris asked if the Village knew when the community garage sale would take place and the Mayor told him that we do not know who is taking care of that at this point.

Public Safety: Councilman Yakoubian read the Certificate of Estimated Property Tax Revenue certifying the current tax valuation of revenue that would be produced by 8 mills tax levy. Estimated property tax revenue is calculated to be $108,609 per Auditor Julie Adkins calculations.

Motion by Councilman Yakoubian, seconded by Councilman VanAlstine to Approve the Certificate of Estimated Property Tax Revenue. Vote 6-0. Motion carried.

Read Resolution 2019-4: A Resolution Declaring the Intention and Determining to proceed to levy a tax in excess of the ten mill limitation for providing police protection for the Village of Attica (An additional levy), and declaring an emergency.

Motion by Councilman Sanders, seconded by Councilman VanAlstine to suspend the three read rule on Resolution 2019-4. Vote 6-0. Motion carried.

Motion by Councilman Sanders, seconded by Councilman VanAlstine to adopt Resolution 2019-4. Vote 6-0. Motion carried.

Chuck Athy and his wife stated they felt like laid-off Police Chief Keith Turner doesn’t show respect for the citizens of Attica. They feel like he is intimidating. Scott Doris stated that the residents need to come to these council meetings and voice their opinions before Election Day and not vote down the police levy, they are only hurting the Village by waiting until after Election Day to voice their concerns about the Chief. Mayor Shock said the council welcomes the community’s opinions and invites them to attend the council meetings. If the police levy passes we would not be able to activate the department until spring of 2020, when the village starts receiving new tax monies. Villagers are concerned about drugs reentering the community and young people out on the streets.

Streets & Properties: The Village has spent a lot of time snow plowing. Greg Martin would like to thank Waldock Equipment for taking the time to make a new hose when they blew a hydraulic hose. The Village is ½ way through the salt stash.

Councilman Frisch stated that the Legion would like to know what is going on with the land next door. Palau is to do a quick claim deed. Palau needs to know what the official name the land should go under.

The Legion opened an account at Sutton Bank under “Attica Community Flag Fund”. The Legion family will take care of the flags this year.

Parks: Due to the weather Musco Electric will wait to replace the light harness, when they are able to do the job it should only take a ½ day to complete.

Palau stated that the park levy is up this year and the Village needs to do a renewal. He will send us the specific replacement levy to match the same info when he gets from Julie.

Finance & Rule: Cash balance of all funds $1,039,686.47. 1st read of Ordinance 2019-3 An Ordinance establishing rates of pay for Village Employees

Water & Sewer: Wall ordered and a contractor has been hired to install wall with bullet proof window.
