Mayor Bryan Shock called the December 27, 2018 Village of Attica Council meeting to order at 7:34PM.

Roll Call: Nate Frisch, George Yakoubian, Ed Treft, and Kirk Stanfield. Justin VanAlstine will be late due to covering EMS, Fire, and Cemetery year end meetings.

Others present: Chief Turner

Approval of Warrants: Motion by Councilman Yakoubian, seconded by Councilman Frisch to approve the warrants for payment. Vote: 4-0 Motion carried.

Approval of Minutes: Motion by Councilman Yakoubian, seconded by Councilman Stanfield to approve the minutes. Councilman Frisch abstains. Vote: 3-0 Motion carried.

Public Safety: Chief Turner has been in contact with a lady who is trying to put together a small police department association. The early part of January they are having a big meeting down in Columbus to discuss this. They are trying to get small police departments to band together. This lady writes grant. She went around to police departments of our size or smaller and all have the same complaints that we have. State funding has been taken away from them and they are having a hard time funding their police department. Some have been as creative to make the Police Chief a Village administrator and to help supplement some of the income to keep a police officer there. Chief Turner brought up that in our budget when we have a full time officer on we cannot afford the health care end of it, these people would like to form a collaborative to all join together to try and get the healthcare premiums down, and also discuss grants. We are eligible for grants while up and running, but by temporarily closing the department we cannot apply for grants because we cannot provide the statistics that are required to receive a grant.

Chief Turner is waiting on approval to hand in the 2 riffles we have through the government program – He is waiting on the ATF to expedite the return, once he gets the orders, he will transfer the rifles back to the government and we will no longer be in possession of the rifles. Chief Turner is still handing stuff back in.

Police department shuts down 12/31/18.

Streets & Properties: Warmed up some cold patch and patched a hole on Lemon street.

Parks: none

Trees: A tree on north Main was taken down and the owner wants someone to come pick up the logs. The Mayor may know someone that might want the logs.

Fire: Year-end meeting and paid bills

EMS: Year-end meeting and paid bills

Cemetery: Year-end meeting and paid bills

Personnel: We received 7 resumes in for the open position. Monday the best 4 were picked, brought in and interviewed. Now passing the resumes to personnel committee to review.

Zoning Commission: none

Finance & Rule: Cash balance of all funds $1,001,442.70. Not enough money in the police fund to pay final paycheck and the rest of the bills for 2018. Request passing resolution 2018-12 to advance funds to Police Operations from the General Fund to cover shortage.

1st Read on Resolution # 2018-12, Advance of $10,000 from General Fund to Police Operations Fund (due to cash flow issues. These monies will be repaid to General Fund when the first half R.E. tax settlement has been made to the Village by the County).

Motion by Councilman Yakoubian, seconded by Councilman Treft to suspend the three read rule on Resolution # 2018-12, $10,000 advance. Vote: 5-0. Motion carried.

Motion by Councilman Yakoubian, seconded by Councilman Frisch to declare an emergency on Resolution #2018-12, $10,000 advance. Vote: 5-0. Motion carried.

Motion by Councilman Yakoubian, seconded by Councilman Frisch to adopt Resolution # 2018-12, the $10,000 advance from General Fund to the Police Operations Fund. Vote: 5-0. Motion carried.

The annual appropriations for the village did not pass. There needs to be a copy of the resolution for all the councilman.

Water & Sewer: none

Village website & IT: The minutes for the previous council meetings need to be forwarded to Councilman Yakoubian so he can post them on the website.

Unfinished, Old Business and New Business: It has occurred to Councilman Stanfield that perhaps the Legion does not really want the old Eagles lot, that they just may want permission to put the memorial on the lot. With the lot comes taxes, insurance, and other responsibilities that the Legion may not want.

Councilman Treft would like to thank Chief Turner for the job he has done.
