Mayor Bryan Shock called the December 28, 2017 Village of Attica Council meeting to order at 7:30PM.

Roll call:  Nate Frisch, Jeff Love, Gary Jordan, Jeff Painter, George Yakoubian and Kirk Stanfield.  Others present:  Village Administrator Martin, Chief Turner, Solicitor Palau, residents M/M Lance Drummond, Ed Treft and daughter Vanessa.

Motion by Councilman Love, seconded by Councilman Frisch to approve the warrants for payment.  Vote: 6-0.  Motion carried.

Motion by Councilman Jordan, seconded by Councilman Love to approve the minutes as presented.  Vote: 4-0. With Councilmen Painter and Yakoubian abstaining.  Motion carried.

Written & Oral communications:  Invite to the Seneca Co. Regional Planning Open House on 1-4-18 from 9-4.  Thank you to Greg, Gary and Jeret for their immediate response in fixing a water break on Christmas Eve.

Public Safety:  No report.

Streets & Properties:  Storm tile work on S. Woodwind with drainage problems was fixed.

Parks:  MUSCO to work on the Ballfield lights on 1-4-18, weather permitting.

Trees:  Committee needs to contact John Covert concerning sidewalk up-heave due to tree roots.

Fire:  Paid the bills.

EMS:  Meeting held.  2018 meeting dates change to 2nd Wednesday of each month.

Cemetery:  Year-end meeting held, new roof on Mosuleum, and meetings to be 2nd Monday each month, 6:30PM.

Zoning Commission:  -

Finance & Rule:  Total all funds: $909,188.56.  The December utility adjustment listing was reviewed and signed by Council.  Fiscal Officer job applications due in today and were forwarded to the Personnel Committee for consideration.

3rd Read of Resolution #2017-17, Year 2018 Annual Appropriations $1,053,696.00 was read.  Motion by Councilman Yakoubian, seconded by Councilman Jordan to adopt Resolution #2017-17, Year 2018 Annual Appropriations $1,053,696.00.  Vote: 5-1, with Councilman Stanfield voting No.  Motion carried.

3rd Read of Ordinance #2017-18, Pay Ordinance effective 1-1-18 was read.  Motion by Councilman Yakoubian, seconded by Councilman Frisch to adopt Ordinance #2017-18, Pay Ordinance effective 1-1-18.  Vote: 5-1, with Councilman Stanfield voting No.  Motion carried.

2nd Read of Resolution #2017-19 Intent to proceed with tax levy for Police Operations, 5 mills for 5 years was read.

2nd Read of Resolution #2017-20 Intent to proceed with tax levy for Park Operations, ¾ Mill, 5 years was read.

2nd Read of Ordinance #2017-21 Deducting the sewer cost of filling swimming pools was read.

Mayor Shock gave the Oath of Office to the following newly elected Councilmen,  term effective 1-1-2018:  George Yakoubian, Kirk Stanfield and Ed Treft.

Thank you to Councilman Jeff Painter for your dedication to our community with your service, flag, parks and trees, and to Councilman Gary Jordan for your years of Council service to the community.  Councilman Painter said it was an honor and a pleasure to serve the community.

Motion by Councilman Love, seconded by Councilman Painter to adjourn the meeting.  Time: 7:56PM.  Vote: 6-0.  Motion carried.
