Mayor Bryan Shock called the November 30, 2017 Village of Attica Council meeting to order at 7:30PM.  (Meeting re-scheduled due to lack of quorum on Nov. 21st.)

Roll Call:  George Yakoubian, Jeff Painter, Kirk Stanfield, Nate Frisch, Jeff Love.   Absent:  Gary Jordan.  Others present:  Police Chief Turner and Residents M/N Lance Drummond.  Absent:  V.A. Martin and F.O. Krebs.

Motion by Councilman Frisch, seconded by Councilman Painter to approve the warrants for payment.  Vote: 5-0.  Motion carried.

Motion by Councilman Frisch, seconded by Councilman Painter to approve the minutes as presented.  Vote: 5-0.  Motion carried.

Written & Oral Communications:  email referencing the registered trademark on “Jakebrake” and the Village will remove those signs, replacing with no engine brake signs.  Liquor licenses, no objections from Council.  All to be renewed.

Public Safety:  The suspect for the break-ins over the summer, ready to go to the Grand Jury.  635 calls have been made to the Police Department.  Christmas is peak time for burglaries and break-ins.  Lock your houses, cars, hide presents.

Streets & Properties:  -

Parks:  Meeting Dec 7th at County concerning grant policy that will soon be out.  Will meet with the Baseball organization for their needs and what grants they want to go for.

EMS:  paid the bills

Finance & Rule:  Total all funds $900,384.77.  Job applications being sought for Fiscal Officer position.  Motion by Councilman Frisch, seconded by Councilman Love to approve the certifications by the Seneca County Auditor for $64,741 for the Police Levy.  Vote:5-0.  Motion carried.  Motion by Councilman Painter, seconded by Councilman Frisch to approve the certifications by the Seneca County Auditor for $9,711 for the Parks & Rec Levy.  Vote: 5-0.  Motion carried.

The following is a redundancy in adoption of Resolutions 2017-14 and 2017-15 by Council for the Police and the Parks/Rec Levy.  Resolutions of Necessity that were passed by Council on November 9, 2017.  Motion by Councilman Love, seconded by Councilman Frisch to declare an emergency on Resolution 2017-14 Police Levy, necessity.  Vote: 5-0.  Passed, but is a redundancy.

Motion by Councilman Frisch, seconded by Councilman Love to waive three read rule on Resolution 2017-14.  Vote: 5-0.  Passed, but is a redundancy.

Motion by Councilman Frisch, seconded by Councilman Love to adopt Resolution 2017-14. Vote: 5-0.  Passed, but is a redundancy.

Motion by Councilman Frisch, seconded by Councilman Love to declare an emergency on Resolution 2017-15 Parks/Rec levy, necessity.  Vote: 5-0.  Passed, but is a redundancy.

Motion by Councilman Frisch, seconded by Councilman Love to suspend the three read rule on Resolution 2017-15.  Vote; 5-0.  Passed, but is a redundancy.

Motion by Councilman Love, seconded by Councilman Frisch to adopt Resolution 2017-15.  Vote: 5-0.  Passed, but is a redundancy.    

Water & Sewer:  Committee met to review the budget.  Original old reservoir repairs were listed at $336,000, but revised to $30,617 after meeting with ODNR.  Work on the old reservoir will be done in three phases instead of two.

1st read of Ordinance #2017-18, Pay Ordinance effective 1-1-2018 was read.
