Mayor Bryan Shock called the April 13, 2017 Village of Attica Council meeting to order at 7:36PM.

Roll Call:  George Yakoubian, Jeff Love, Kirk Stanfield, Jeff Painter, Gary Jordan and Nate Frisch.  Others present:  Village Administrator Martin,  Police Chief Turner, Jason Bush and Joseph Bruening.

Motion by Councilman Yakoubian, seconded by Councilman Painter to approve the warrants for payment.  Vote: 6-0.  Motion carried.

Motion by Councilman Painter, seconded by Councilman Love to approve the minutes as presented.  Vote: 5-0, with Councilman Jordan abstaining.  Motion carried.

Public Safety:  Jason Bush has completed his probationary period with the Huron Co. Sheriff’s office and is re-applying as a Part-time Policeman for the Department.  Joseph Bruening has completed his training as an Auxiliary officer and Chief Turner is recommending his employment with Attica as a part-time officer.  Motion by Councilman Yakoubian, seconded by Councilman Jordan to hire Jason Bush, effective 4-13-17 as a part-time officer, with rate of pay at $9.00 per hour.  Vote:  6-0.  Motion carried.  Motion by Councilman Jordan, seconded by Councilman Yakoubian to hire Joseph Bruening as a part-time officer, effective 4-13-17, with rate of pay at $8.15 per hour.  Vote:  6-0.  Motion carried.

Captain Joe Leroux has scheduled August 12, 2017 as Kid ID car- Fingerprint day at the Attica I. Fair.

Ordinance 2017-7, the hiring of Steven Palmer as arbitrator for the V.A. Police Dept.( photo camera-contested civil cases) at $150.00 per month, or $75.00 per month if no case docket and Mr. Palmer does not need to show up was introduced to Council by the Mayor.  Mayor Shock reported that this agreement is agreeable with Mr. Palmer.  First read of Ordinance 2017-7 the hiring of Steven Palmer as arbitrator for the Village of Attica was held.  Motion by Councilman Jordan , seconded by Councilman Love to suspend the three read rule on Ordinance 2017-17.  Vote:  6-0.  Motion carried.  Motion by Councilman Jordan, seconded by Councilman Love to declare an emergency on Ordinance 2017-7.  Vote:  6-0.  Motion carried.  Motion by Councilman Frisch, seconded by Councilman Painter to adopt Ordinance 2017-7, the hiring of Steven Palmer ($150.00 per month with cases, $75.00 per month, with no cases, no need to show up) as arbitrator for the Village for civil cases contested-photo enforcement.  Vote: 6-0.  Motion carried.

Streets  & Properties:  brush pick-up is underway (on Fridays).  Pot hole patching will begin next week.  The committee submitted a list of streets for paving in 2017, with the $49,000 funds available.  List will be prioritized.  No news on the semi (Locust street damage) insurance case.  Chief Turner will call the Insurance carrier on 4-14-17 and ask for an update.

Parks:  Councilman Frisch will contact the S.E. Ball Club as they have not responded back to him with their meeting date/information.  They need to get the trash barrels out, as litter is being thrown on the grounds.  The Ball Club reimburses the Village for half the electric and trash during the months they play on the fields.  No, there is no admission fee charged to attendees at their games.  T-ball thru Pony League play on that field.   The water is on, with a hydrant being replaced at Myers Park.  The split-rail fence is in need or major repair, replacement or removed.  Perhaps a portion can be maintained from other sections removed to keep some-what of a barrier in place?  Officer Bush will see if he can obtain some used basketball hoops for the AVMPark.  Pool:  Advertisements are out there.  Councilman Painter said the SOL will reimburse the other half of the training fee for lifeguards, and are suggesting a .25cent to .50 cent per hour of pay stipend  ( SOL) to the lifeguards for 2017 season who work for the entire season.  Administrator Martin asked what it would take to ready the pool now to check for leaks:  drain, clean, fill and chlorinate the water and see if it holds up.  At the first meeting in May, Council will determine if enough staff is available for pool opening in 2017.  If not, the pool will remain closed.

The orange fence around the back of the Eagles building needs straightened up. 

Trees:  no major issues with the recent winds we endured.

Fire:  Paid the bills

Finance & Rule:  $947,610.52 total of all funds.  The 3-31-17 bank reconciliation was reviewed and signed by Council.  The 2015-16 audit will be an AUP (Agreed Upon Procedures), with the cost reduced to $5,050.  The 1st Half R.E. Tax settlement has been received by the Village.  The 1st Quarter debt-update was given to Council by F.O. Krebs.

Water & Sewer:  Lead piping was replaced around the Flower Shop location.  The Water/S Committee met for the 1st quarter review:  meters are ordered, due in at end of month.  The ODNR’s requests on the old reservoir need to be attended to.  If Lyn MaKeever is not going to do it, we should seek another Engineering Firm to do it.  EPA plans for the phosphates –waiting their word.  The EPA has “located” our reclassification and has given their approval from a Class II to a Class I.  The committee will work on a 3 to 5 year plan for future w/s infrastructure/equipment needs to better prepare for future funding.
