Mayor Bryan Shock called the February  9, 2017 Village of Attica Council meeting to order at 7:33PM.

Roll Call:  George Yakoubian, Kirk Stanfield, Jeff Painter, Gary Jordan, Nate Frisch.  Absent:  Jeff Love.  Others present:  Village Administrator Martin, Police Chief Turner, resident Scott Dorris and Blue Line Solutions representatives.

Motion by Councilman Yakoubian, seconded by Councilman Painter to approve the warrants for payment.  Vote:  5-0.  Motion carried.

Motion by Councilman Jordan, seconded by Councilman Frisch to approve the minutes as presented.  Vote:  5-0.  Motion carried.

Public Safety:  3rd read of Ordinance 2017-2 Adopting an automated speed enforcement program and establishing civil penalties was held. 

Motion by Councilman Frisch, seconded by Councilman Yakoubian to adopt Ordinance 2017-2 Automated Speed Enforcement Program and establish civil penalties.  Vote:  5-0.  Motion Carried.  Contract documents were signed by Mayor Shock, F.O. Krebs, and Blue Line Solutions President Mark Hutchinson.

Councilman Frisch thanked Chief Turner for his commitment to the two recent over dose cases.

Streets & Properties:  Signal project is progressing, waiting for electricity from AEP.  ODOT will be doing a micro-surface of SR 224 within the Village.  See Ordinance #2017-4.

Parks:  -

Trees:  Councilman Stanfield reported that a tree on the boulevard of 101 N Main St. needs to be removed.  V.A. Martin will look at it.

Fire:  Paid the bills.

EMS:  No meeting.

Cemetery:  No meeting.

Zoning Commission:  -

Finance & Rule:  Total all funds: $880,777.57.  The Jan. 31, 2016 bank reconciliation was reviewed and signed by Council.  Police Advance amount received to date: $11.000.  A revised Audit cost of $23,700 (Original $30,900) for Attica from the Perry & Associates Firm was received after F.O. Krebs questioned the AOS about the high pricing for Attica and hours listed to do the Audit .  AOS found that the hours and past audit costs for Attica were incorrectly listed in the quote request and thus revised, saving $7,200 for the Village of Attica for the six-year audit period 2015 thru 2020.

Water & Sewer:  demolition of the old ww plant continues as weather permits, and the old water line and blow-off pump pit will be worked on to provide freshwater to the K of C Hall.

1st read of Ordinance 2017-4 LPA/STATE  Micro-surface SR 224 within the Village of Attica was held.
