Mayor Nathan Frisch called the October12th, 2023 Village of Attica Council regular meeting to order at 7:36 PM.
Roll Call: Ed Beamer, Owen Best, Keith Hopple, Nicole Lenhart, Louie Sanders, Kirk Stanfield

Others Present:

Approval of Warrants: Motion by Councilman Best, seconded by Councilman Sanders to approve the warrants for payment. Vote: 6-0. Motion carried.

Approval of Minutes: Motion by Councilman Beamer, seconded by Councilwoman Lenhart to approve the minutes. Vote: 6-0. Motion carried.

Streets & Properties: None.

Parks: Councilwoman Lenhart thanked the Village on behalf of the committee who put together the fall event, Attica Autumn Days, for their support. She then explained their plans for Attica’s Hometown Christmas. The event will take place on November 18th from 11 am – 7pm. The tree lighting will take place at 6 pm. Councilwoman Lenhart asked if Council minded if the put Santa out in front of village hall for pictures with Santa, nobody spoke out in opposition. There will also be a parade ushering Santa Claus through town. She asked if the Council minded if they store poinsettias in village hall. They will be selling them and people would be able to leave the poinsettias until they are ready to leave, picking up at the back door. Council Members were supportive. Councilwoman Lenhart also asked Council if they were okay with the event committee using the outlets outside village hall to keep hot cocoa hot. Council had no opposition to that either. Councilwoman Lenhart mentioned the committee is trying to get a horse drawn carriage to provide rides, she asked Council if they need waivers of liability. Mayor Frisch stated the liability would fall on the committee. He suggested she check with the Solicitor. Councilman Best asked if the vendors would be open 11 am-7 pm. She replied yes. Councilman Best expressed, he thought the event sounds wonderful. The committee will also be accepting donations for the food pantry of non-perishable food, blankets, and similar items.

EMS: Councilwoman Lenhart stated the meeting is next week.

Cemetery: None.

Personnel: 3rd read of 2023-9 Amendments to the Personnel Handbook Councilman Beamer Moved to adopt, Councilman Best seconded. Vote: 6-0 motion carried.

Councilman Beamer asked council what they thought about implementing a time clock at the water department. Council had no opposition. Councilman Beamer made a motion to implement a time clock, Councilman Hopple seconded the motion. Vote: 6-0. Motion carried. There was discussion about allowing exceptions for call ins for waterline breaks and similar situations.

Zoning Commission: Mayor Frisch let Council know he had received an application for an inground pool. He is working on it.

Finance and rule: Cash balance: $1,438,791.76 All funds include CDs and reserved or restricted funds, and debt reserve funds. September bank reconciliation was presented for approval.

3rd read 2023-8 Resolution Accepting Rates and Amounts Councilman Best moved to adopt, Councilwoman Lenhart seconded. Vote: 6-0 motion carried.

Water & Sewer: Councilman Beamer let Council know Diego Sandino’s water meter was still at the water department and hadn’t been tested yet. They were waiting for Core & Main to pick it up when they were dropping off some products we ordered. Councilman Beamer let Council know he asked Jaime to ship it in if they do not come this week. Councilman Beamer shared Jaime reported the chemical pumps need replaced. He was in the process of getting quotes. Councilman Beamer said not to quote him, but he believes they are $3000-$4000 apiece.

Councilman Beamer shared that himself, Mayor Frisch, and Councilman Best met with a person interested to being a contract operator for the water plant. He then disclosed with Council this person is a class III operator who is interested in one day a week (Tuesdays), possibly more if Jaime needs time off. Mike is only available from November to April due to operating one of the islands in the spring and summer. He asked Council to consider entering into a contract with him at $40 an hour. Councilman Beamer moved to enter into a contract with Mike Heacock at $40 an hour up to 40 hours per week, Councilman Sanders seconded. Vote: 6-0. Motion carried.

Village Website & IT: Councilwoman Lenhart reported she started a newsletter on the website, she also started a parks and rec Facebook page.

Unfinished, Old Business and New Business: Councilman Hopple asked if FO Hatfield had heard anything in relation to the property on Liberty St. that had been sold due to tax foreclosure. The property owner owed the Village quite a bit of money from utility expenses. FO Hatfield replied she had not heard anything. Councilman Stanfield believed someone was living there and thought the Village should have a check by now since the property was sold. Mayor Frisch told Councilman Stanfield that the state and county offices will get paid before the village. Councilman Stanfield reported the property owner owed county taxes and village assessments. FO Hatfield offered to reach out to the County Auditor to find out. FO Hatfield reported the Board of Elections sent notification that they would be merging polling locations for the Attica Village, Reed Township, and Venice Township the new location will be Social Hall at Attica Fairgrounds. They requested to use village hall for a back up location should the need arise.
