Mayor Nathan Frisch called the June 22, 2023 Village of Attica Council regular meeting to order at 7:33 PM.
Roll Call: Ed Beamer, Keith Hopple, Kirk Stanfield, Louie Sanders

Others Present: Solicitor Heather Heyman Niedermeier, RCAP Representative- Cindy Brookes, Engineer-Dylan Wyatts

Approval of Warrants: Motion by Councilman Beamer, seconded by Councilman Sanders to approve the warrants for payment. Vote: 4-0. Motion carried.

Approval of Minutes: Motion by Councilman Beamer, seconded by Councilman Hopple to approve the minutes. Vote: 3-0 with Councilman Sanders abstaining. Motion carried.

Written & Oral Communication: Dennis Enders was in attendance to inquire about the Village’s interest in purchasing water from Willard, he asked if Rural Water was being considered. Mayor Frisch let Mr. Enders know the Village was struggling to find properly licensed operators and the Village is considering Willard due to the fact only about a 6-mile line would need installed.

Mary Fleur attended to inquire about a moved headstone in the cemetery. She stated recently a backhoe hit her grandparents headstone moving it slightly. She would like it put back and resealed. Councilman Sanders is on the Cemetery board so he will let them know.

Rick Gillett was also in attendance. He read the last article in the Hub concerning the previous council meeting. He said the article contributed a “distasteful” view of council, stating he expects professional decorum.

Owen Best is a resident. He decided to attend to see what is happening in the village, it seemed as though he had read the Hub article as well.

Public Safety: None.

Streets & Properties: It was reported that Dakota is working on fixing the yard damage where the waterline broke in early June. The Mayor stated he would like to see if the Village could do any paving this year.

Parks: Councilman Beamer reported he went to Central Park to look at the electricity for the score board discussed at the last meeting. He said it should be easy to access.

Trees: Councilman Beamer reported there two more trees that need removed, one on Eden St. and one on the corner of Lemmon and Liberty St.

Fire: Councilman Sanders reported AVR had 13 calls.

EMS: None.

Cemetery: Councilman Sanders reported Doug Heinlein was hired to be the care taker of the cemetery. He is working with Wiley Monuments to report the footers.

Personnel: None.

Zoning Commission: None.

Finance and rule: Cash balance: $1,498,528.02 All funds include CDs and reserved or restricted funds, and debt reserve funds. FO Hatfield let Council know Perry and Associates completed their audit report she emailed them a copy earlier in the day and also presented a paper copy as well.

Water & Sewer: Cindy Brookes presented on behalf of RCAP. RCAP recently completed leak detection and did not find anything drastic. She did state the repairs to the line in Siam did cause a reduction in water loss. RCAP plans to test a quarter of various water meters. She is hoping replacing the meters and readers will reduce water loss further as well as reduce labor. She reported RCAP is a national non-profit organization who is funded from a federal grant. The help small communities build and repair infrastructure for water and wastewater systems by securing funding, achieve compliance, and increase sustainability. RCAP in collaboration with Makeever and Associates is assisting the Village apply for funding to explore regionalization.

Dylan Wyatts followed Cindy with a proposal from Makeever and Associates to enter into the planning phase of this effort by reviewing costs of making necessary upgrades that would allow the Village to continue the water distribution service compared to the costs to regionalize with Willard as well as replace the line to Siam and install a pressure reducing valve at the water tower. He stated the planning phase of engineering was estimated to cost $15,000. Councilman Beamer moved to approve the proposal, Councilman Sanders seconded. Vote: 3-0 with Councilman Stanfield abstaining. Motion carried.

RES 2023-7 Resolution Authorizing Mayor Nathan Frisch to Apply, Accept, and Enter into a Water Supply Revolving Loan Account (WSRLA) Agreement on Behalf of the Village of Attica for Planning, Design, and/or Construction of Water Facilities; and Designating a Repayment Source for the Loan; and Declaring an Emergency.

  • Councilman Beamer moved to suspend the three-read rule, Councilman Sanders seconded. Vote: 3-1 with Councilman Stanfield voting NO. Motion carried.
  • Councilman Beamer moved to declare an emergency, Councilman Sanders seconded. Vote: 3-1 with Councilman Stanfield voting NO. Motion carried.
  • Councilman Beamer moved to adopt, Councilman Sanders seconded. Vote: 3-1 with Councilman Stanfield voting NO. Motion carried.
