Mayor Nathan Frisch called the April 13, 2023 Village of Attica Council regular meeting to order at 7:35 PM.
Roll Call: Ed Beamer, Louis Sanders, Kirk Stanfield
Others Present:

Approval of Warrants: Motion by Councilman Beamer, seconded by Council Sanders to approve the warrants for payment. Vote: 3-0. Motion carried. Councilman Stanfield stated he approved the warrants with the exception of the Makeever warrant.

Approval of Minutes: Motion by Councilman Beamer, seconded by Councilman Sanders to approve the amended minutes. Vote: 3-0. Councilman Stanfield had some questions related to the minutes and the new Operator of Record for Sewer. Councilman Beamer stated he wanted the minutes to reflect that Councilman Stanfield voted on the minutes although he was not present for the whole meeting on March 23.

Public Safety: None.

Streets & Properties: Second Read: RES 2023-5 Adopt the Ottawa, Sandusky, Seneca Joint Solid Waste Management Plan. Councilman Beamer reported it appears as though some pothole patching is being done.

Parks: Councilman Beamer asked why we are paying for two port-a-pots at Myers Park. FO Hatfield reported she just order porta pots be placed at the same location as last year. They decided to discuss with Councilman Love at the next meeting.

Trees: None.

Fire: None.

EMS: None.

Cemetery: None.

Personnel: Councilman Beamer stated he would like to discuss time clocks again due to the amount of overtime on timesheets this last pay period. He reported he will bring that up when Councilwoman Love is present.

Zoning Commission: Request from Brady signs to replace the signs at the gas station. The Mayor reported he is working on it.

Finance and rule: Cash balance: $1,569,068.74 All funds includes CDs and reserved or restricted funds, and debt reserve funds. March Bank Reconciliation was presented. FO Hatfield reported she received the final check for the Mary Jane Brakeall distribution it was $4811.

2nd read of RES 2023-6 Amended Appropriations.

Water & Sewer: Councilman Beamer reported there are currently no bids for the water treatment and distribution system. The bids are due to be open later in the month. Councilman Beamer stated if no bids are received Council will have to decide what the next steps will be. He is reported he is confident in saying that regardless of what happens he believes rates will need to increase. Councilman Stanfield stated Council should focus on cleaning up the rate schedule so everyone is paying similar, fair rates.

New Business: Councilman Beamer reported the flag out front needs replaced.
