Mayor Nathan Frisch called the August 11, 2022 Village of Attica Council regular meeting to order at 7:30 PM.
Roll Call: Tim Bulger, Kirk Stanfield, Louis Sanders, Ed Beamer
Others Present: Superintendent Gary Weis

Approval of Warrants: Motion by Councilman Bulger, seconded by Councilman Beamer to approve the warrants for payment. Vote: 4-0. Motion carried.
Approval of Minutes: Motion by Councilman Bulger, seconded by Councilman Beamer to approve the minutes. Vote: 4-0. Motion carried.

Written & Oral Communication: Rick Gillett was inquiring what the blue mark on the tree by Methodist Church meant. Councilman Stanfield said he thinks it means the tree is going to be trimmed.

Public Safety: none

Streets & Properties: none

Parks: Gary let Council know the bleachers would be delivered Tuesday, August 16th.

Trees: Councilman Beamer said he is going to print off the sample bid documents he received from Stephanie with ODNR. Councilman Beamer explained the trees on N. Main, E. Tiffin, and Liberty St. are the front runners for removal.

Fire: Councilman Bulger stated there is a meeting next week. He did reach out to the Fire Chief and ask him to ensure all personnel are pleasant to citizens during the fair.

EMS: None

Cemetery: None

Personnel: Personnel Handbook – Councilman Bulger asked if anyone had updates to the personnel manual as he would like to get that passed.

ORD 2022-11 Second read.

Councilman Bulger made a motion to enter executive session at 8:15 pm to discuss personnel, Councilman Sanders seconded the motion. Vote: 4-0. Motion carried.

Councilman Bulger made a motion to jump Dakota Conley’s pay to $22 an hour effective immediately, motion seconded by Councilman Sanders. Vote: 4-0. Motion carried.

Gary asked about being paid out his comp time. He said he can’t in good conscience take the time off while worrying the village would be in violation with the EPA.

Councilman Bulger made a motion to pay out Gary Weis comp time to zero effective immediately, Councilman Sanders seconded. Vote: 3-0. Motion carried. Councilman Stanfield left prior to the vote.

Councilman Bulger did request the FO confirm it is legal to pay the comp time.

Zoning Commission: None

Finance & Rule: Cash balance of all funds $1,542,415.55

All funds includes CDs and reserved or restricted funds, and debt reserve funds. July bank reconciliation was presented.

FO Hatfield let council know the cost to extend the contract with Perry and Associates would remain the same per hour as the last contract, which was $50 an hour. Councilman Bulger made a motion to contract with Perry and Associates, Councilman Sanders seconded. Vote: 3-1. Motion carried with Councilman Stanfield voting no.

Water & Sewer: Councilman Beamer said he read through the American Rescue Funding information FO Hatfield emailed. He said he would like to take care of the lead service lines in town. Gary explained the last lead lines that were replaced cost anywhere from $5,000- $10,000. Gary said there are 14 known lead service lines currently. It is possible there are some that he is not aware of.

They also discussed updating the outdated meters and meter readers. Gary Weis did explain the oldest handheld meter gun is acting up, if it were to give out completely we would loss access to 400 accounts. That gun will only read the corresponding meter and the newer guns will not read the meters that correspond with the old, broken gun. That gun is so old new parts are not being produced, so the only way to fix would be to replace the gun and corresponding 400 meters. Gary did say meters are back ordered currently.

Councilman Beamer is meeting with Aqua on August 22.

The billing clerk left a letter for council letting them know she and Gary discussed billing in August for July and August usage. This would require manual adjustments due to the debt retirement. Gary asked if council would like Robin to include a message on the bills, to which they replied, “yes”.
