Mayor Nathan Frisch called the June 9, 2022 Village of Attica Council regular meeting to order at 7:34 PM.
Roll Call: Tim Bulger, Kirk Stanfield, Lynn Love, Ed Beamer, Louis Sanders
Others Present: Ron Mihalik

Approval of Warrants: Motion by Councilman Love, seconded by Councilman Bulger to approve the warrants for payment. Vote: 5-0. Motion carried.
Approval of Minutes: Councilman Stanfield made a motion to strike a paragraph from the Parks section of the minutes, Councilman Beamer Seconded. Vote: 5- 0 Motion carried.

Motion by: Councilman Bulger to approve the minutes as amended, seconded by Councilman Beamer to approve the minutes. Vote: 5-0. Motion carried.

Written & Oral Communication: Ron Mihalik was in attendance to discuss his most recent bill. He requested to see the actual meter reading. He stated his bill only states the units used which was 3 units according to the most recent bill. Mr. Mihalik maintained he watches his meter and he didn’t even use 2 units. Becky was aware of the issue and provided a printout of Mr. Mihalik’s usage to FO Hatfield prior to the meeting. FO Hatfield provided the printout to Council. Councilman Beamer offered to look into the issue and get back to Mr. Mihalik.

Councilman Stanfield wanted to discuss his most recent bill as well. He stated it was $956.19 and requested an explanation as well as itemization.

Public Safety: none

Streets & Properties: Dana Lever called Councilman Sanders concerning the Village of Attica signs on the outskirts of town. The signs were also discussed at a recent meeting at which point members of Council and the previous FO reached out to area service clubs to request help.

Councilman Stanfield did announce the potholes in front of his house had been filled.

Councilman Beamer asked how they are to handle nuisance grass. FO Gullett explained the Sheriff’s Office enforces the ordinance. Councilman Stanfield asked if there was a fine associated with nuisance grass.

Parks: Councilman Bulger asked if council could look at replacing the swings at the park on Seneca St. Councilman Love agreed to look into it. Councilman Beamer mentioned the weeds under the bleachers in Central Park. Councilman Love stated she has spoken to Gary twice about the weeds. He plans to get to them when he sprays for weeds.

Trees: Councilman Beamer said he had nothing. He has not heard back from Stephanie from ODNR.

Fire: Councilman Bulger stated the meeting is next week.

EMS: Councilman Love stated there has not been a meeting.

Cemetery: Meeting next week.

Personnel: Personnel Handbook – Councilman Beamer asked for a copy of the current personnel handbook.

 

Zoning Commission: none

Finance & Rule: Cash balance of all funds $ $1,530,009.76. All funds includes CDs and reserved or restricted funds, and debt reserve funds. May Bank Reconciliation was passed for review and approval.

Resolution 2022-7 Amended Appropriations- minor budget adjustments to deal with rising fuel and natural gas expenses.

Motion by: Councilman Sanders, seconded by Councilman Love to suspend the three-read rule on Resolution 2022-7. Vote: 5-0. Motion carried.

Motion by: Councilman Sanders, seconded by Councilman Love to declare an emergency Resolution 2022-7. Vote: 5-0. Motion carried.

Motion by: Councilman Sanders, seconded by Councilman Love to adopt Resolution 2022-7. Vote: 5-0. Motion carried.

FO Hatfield is scheduled to do records training on June 23rd.

Motion by: Councilman Beamer made a motion to designate FO Hatfield as designee for Council, seconded by Councilman Bulger. Vote: 5-0. Motion carried.

Water & Sewer: Councilman Beamer spoke with Sean from Rural Water yesterday. They said they were no longer interested because of the debt associated with the utility and the limited number of customers. Councilman Beamer informed Council of a letter of interest from Aqua. He asked if Council is still interested in selling. Councilman Stanfield said he wants cheaper, quality water for the residents. Everyone agrees that it is worth exploring Aqua’s interest.

Councilman Stanfield asked if there was further information on Gary retiring. Mayor Frisch stated Gary plans to talk with OPERS in August and will make retirement decisions after. Councilman Love made it clear she is frustrated with the lack of planning budgetarily for Gary’s retirement payout.

Village Website & IT: none

Motion by: Councilman Love made a motion to enter into executive session to discuss personnel at 8:26 pm, seconded by Sanders. Vote: 5-0. Motion carried.

Unfinished, Old Business and New Business:

Councilman Sanders asked if there were issues/ concerns with him and a couple of constituents talking inside village hall after hours when it is raining or cold. After some discussion Council decided to ask the solicitor at the next meeting.

Mayor Frisch announced the Board of Elections wants to know if they can use Village Hall for a special election on August 2nd. Council approved.
