Mayor Nathan Frisch called the March 10, 2022 Village of Attica Council regular meeting to order at 7:34 PM.
Roll Call: Tim Bulger, Louie Sanders, Kirk Stanfield, Lynn Love
Others Present: Water/Wastewater Superintendent Gary Weis

Approval of Warrants: Motion by Councilman Bulger, seconded by Councilman Love to approve the warrants for payment. Vote: 4-0. Motion carried.
Approval of Minutes: Motion by Councilman Bulger, seconded by Councilman Love to approve the minutes. Vote: 4-0. Motion carried.

Written & Oral Communication: Resident Ryan Price, of 615 Buckeye Drive, was present to state that he had an outdoor spigot that busted, causing a leak. The leak was all outdoor. He is asking if there is anything Council can do, as it was not intentional and the water was outside. After some discussion, Council decided that it would be best to have the billing clerk gather his usual usage to get the average sewer and then go from there.

Resident Deb Briggs was present to ask again about the status of the junk vehicles behind her house. At this time, we have heard nothing further than was previously reported. Briggs will follow up on her own.

Briggs also wanted to know what that status of the talks with rural water. At this time, both interested parties have the information they requested and are reviewing.

Briggs also inquired about the recycling area, stating that there is a lot of trash everywhere. Per W/W Super Weis, Seneca County takes care of that and comes maybe three times a week.

Resident Ed Beamer inquired as to how much water is treated versus sold at the Village. W/W Super Weis explained that roughly 51% of water made is billed; 49% is unsold. Of that 49%, only about 10% is unaccounted for, which is actually a pretty good number compared to other systems. The rest is used for things like flushing, the community pool, leaks, testing, and the water making process.

Beamer also asked if there would be a representative from the Sheriff’s office coming again as they did in the fall. Mayor Frisch advised that is there availability and schedule, so we don’t know when the next would be.

Public Safety: Councilman Bulger stated that there have been reports of door knockers and window peepers around town. If you see or experience this, please call the Sheriff’s office.

Streets & Properties: Councilman Bulger stated that the sign at Seneca and High Streets is missing; also lots of potholes around town.

Parks: none

Trees: none

Fire: Councilman Bulger reported: there is a meeting next week; gave yearly report to Councilman Stanfield as request at the previous meeting.

EMS: none

Cemetery: Councilman Sanders reported: the next meeting is Monday.

Personnel: Councilman Love reported that there is a candidate for the FO position that she is interested in inviting to the next meeting.

 

Zoning Commission: none

Finance & Rule: Cash balance of all funds $ 1,418,157.83. All funds includes CDs and reserved or restricted funds, and debt reserve funds.

Water & Sewer: Councilman Stanfield inquired if there are any drinking water infrastructure projects that need done. The Ohio EPA has a program to assist with certain projects.

Village Website & IT: FO Gullett is being trained on updating the website tomorrow evening.

Unfinished, Old Business and New Business:

Motion by: Councilman Love, seconded by Councilman Bulger to enter into executive session at 8:20pm to consider the appointment, employment, dismissal, discipline, promotion, demotion, or compensation of a public employee or official. Vote: 4-0. Motion carried.

Motion by: Councilman Bulger, seconded by Councilman Love to exit executive session at 9:12pm. Vote: 4-0. Motion carried.

Motion by: Councilman Sanders, seconded by Councilman Love to hire Dustin Allgyre for general labor, effective 3/1/22 at $15/hour, increasing to $16/hour, effective 3/10/22. Vote: 4-0. Motion carried.

Councilman Bulger exited the meeting early at 9:20pm.

Motion by: Councilman Stanfield, seconded by Councilman Sanders to increase the pay rate of Sheryl Hamilton to $15/hour, effective back to the first paycheck of the year. Vote: 2-1. Motion carried.
