Mayor Nathan Frisch called the October 28, 2021 Village of Attica Council regular meeting to order at 7:30 PM.

Roll Call: George Yakoubian, Kirk Stanfield, Tim Bulger, Louis Sanders, Lynn Love Others Present: Village Administrator Greg Martin, Solicitor Heather Niedermeier Heyman

Approval of Warrants: Motion by Councilman Bulger, seconded by Councilman Love to approve the warrants for payment. Vote: 5-0. Motion carried.

Approval of Minutes: Motion by Councilman Bulger, seconded by Councilman Love to approve minutes. Vote: 5-0. Motion carried.

Written & Oral Communication: Resident Ed Beamer was present to ask questions regarding the proposed income tax. Has RITA been hired? No. Is Attica offering a credit? No. Also noted, credits apply only to residents of the municipality offering the credit. If it should pass, who is on the board? To be determined, nothing has passed yet. Will you retro back to July 1st if it passes? Would have to be voted on. Beamer also stated that he would be interested in sitting on Council should there be vacancies after the 1st of the year.

Public Safety: none

Streets & Properties: Councilman Yakoubian stated that he had a new quote from Terry McConnell to include more of the ditch line. The first quote was for $6750, and the new quote is for $8550. Mayor Frisch questioned if we need signatures from the abutting landowners to access the ditch in certain areas. Solicitor Heyman advised that she would need to see if there is an easement before she can answer that question. It was again noted that this may not solve the flooding problems on Woodwind Drive, but it is believed that it should help. Motion by: Councilman Bulger, seconded by Councilman Love to approve the $8550 ditch cleaning proposal by McConnell, pending landowner consent. Vote: 5-0. Motion carried. Mayor Frisch asked if Darr’s has been in yet to run a camera in the Woodwind Drive area. VA Martin stated not yet. They have a big job in Greenwich they are currently working. Resident Deb Briggs stated that the property she has asked about has been partially cleaned, but there is still junk, tall grass, etc. It was noted there is likely a time limit that has been given by the sheriff’s office when serving notices. Mayor Frisch also advised that they are giving monthly reports on activity. Councilman Bulger asked if we had cold patch, as there are several potholes. VA Martin advised we do and they will get to them as they can/weather permits.

Parks: VA Martin advised that the park has been winterized. Councilman Love stated that she emailed Charlene Watkins regarding a grant for grandstands. She is also waiting on information from Tim Bowerman of the ball club.

Trees: Councilman Bulger stated that there is a tree disrupting the sidewalk at 203 N Main. VA Martin said that we have a few options to remedy and he will take a look to determine the best one for this situation.

Fire: Councilman Bulger reported: had meeting, paid bills, had 15 fire calls.

EMS: Councilman Love reported: had meeting, paid bills, a letter of intent is out to continue talks regarding countywide EMS, Bascom does not want to join, meeting on 11/4 is open to the public.

Cemetery: none

Personnel: Councilman Bulger stated that he has someone interested in a general maintenance position if one becomes available.

Zoning Commission: none

Finance & Rule: Cash balance of all funds $ 1,357,196.49. All funds includes CDs and reserved or restricted funds, and debt reserve funds.

Village Income Tax: none

Water & Sewer: VA Martin advised that one of the trucks broke down and it is estimated to cost around $975 to fix it.

Village Website & IT: none

Unfinished, Old Business and New Business: The 2nd meeting in November will be held on Tuesday, November 23rd, due to the Thanksgiving holiday.
