Mayor Nathan Frisch called the September 23, 2021 Village of Attica Council regular meeting to order at 7:30 PM.

Roll Call: George Yakoubian, Kirk Stanfield, Tim Bulger, Chad Legron, Louis Sanders, Lynn Love Others Present: Village Administrator Greg Martin, Solicitor Heather Niedermeier Heyman Approval of Warrants: Motion by Councilman Bulger, seconded by Councilman Love to approve the warrants for payment. Vote: 6-0. Motion carried.

Approval of Minutes: Motion by Councilman Bulger, seconded by Councilman Legron to approve minutes. Vote: 6-0. Motion carried.

Written & Oral Communication: Logan Reinhart from L&R Hauling was present to inquire whether the Village has a contract for garbage services. He is looking to service the Village, as he now services some outside of the Village. Residential rates are $17/month for a 96gal toter. Pickup days are Tue/Thu but could fluctuate. Reinhart is in the process of getting rolloff dumpsters for that kind of service. Councilman Stanfield inquired about bulk pickup or help for the elderly. Reinhart responded that they do special cleanup projects on a case-by-case basis. Resident Ed Beamer would like some time on the agenda for 10/14 to speak. Resident Deb Briggs stated there are still 8 vehicles and 1 camper at 406 Maple. She would like to know when it will be addressed. Councilman Bulger and Mayor Frisch advised that the information was passed to the Sheriff’s office to address. Mayor Frisch will follow up.

Public Safety: none

Streets & Properties: VA Martin advised that the sealing is complete on the parking lots and basketball courts. Martin also stated that he has contacted Darr’s Cleaning. They will start on North Woodwind and head south to see if they can find any issues with the drainage pipes. Still waiting on a quote from McConnell for ditch cleanup project.

Parks: none

Trees: Tree Commission member Lance Drummond stated that some trimming will be done soon, and maybe a tree taken down. The company should be reaching out to FO for billing details.

Fire: Councilman Bulger reported: Councilman Love attended the meeting on the 15th in his place, applied for 4 grants, paving will be done in front of fire station where trucks enter/exit, 17 calls, and Chief Jaynes inquired about siren. Bulger will look into grants and siren information.

EMS: Councilman Love reported: had meeting, paid warrants, meeting on 10/10 at noon to welcome new fire/EMS members.

Cemetery: none

Personnel: Councilman Love stated that we still have jobs posted on OTCO and Indeed. No applications received.

Zoning Commission: none

Finance & Rule: Cash balance of all funds $ 1,474,450.66. All funds includes CDs and reserved or restricted funds, and debt reserve funds.

Village Income Tax: none

Water & Sewer: Councilman Yakoubian asked the status of the potential sale of water/sewer operations. Mayor Frisch advised that Rural Water was given the report from Arcadis and is reviewing.

Village Website & IT: none
