Mayor Nathan Frisch called the September 9, 2021 Village of Attica Council regular meeting to order at
7:33 PM.

Roll Call: George Yakoubian, Kirk Stanfield, Tim Bulger, Chad Legron, Louis Sanders

Others Present: Village Administrator Greg Martin
Approval of Warrants: Motion by Councilman Bulger, seconded by Councilman Legron to approve the
warrants for payment. Vote: 5-0. Motion carried.

Approval of Minutes: Motion by Councilman Bulger, seconded by Councilman Yakoubian to approve
minutes. Vote: 5-0. Motion carried.

Written & Oral Communication: Resident Linda King and son Chad King were present to discuss a flooding issue at her home. They would like to know if there is a drainage map of the area around her house on Woodwind, as water backs up into her basement. They have tried to correct the problem, but it didn’t work and they would like to see if they can find where the pipes are going to follow it and find the issue. It was suggested to use dye if it rained again to see if that water comes up anywhere. Councilman Legron stated that he found a map, but it may not have her house on it. It was discussed that the Village is looking into the drainage ditch on that end of town. For now, VA Martin will see if he can call Darr’s to get a camera in the catch basin and find the issue.

Public Safety: none

Streets & Properties: Councilman Bulger stated he has been trying to reach out and find if there are any permits or grants related to the field ditch cleanout that the Village is looking into on the south end of town. VA Martin stated that he did meet with Terry McConnell and walked the ditch. We should receive a price before the 9/30 deadline for the grant preapp. Councilman Bulger reported that he did receive an address from Deb Briggs to be addressed at 406 Maple. That information will be passed to the sheriff to address during their contracted hours. VA Martin advised that he met with AEP about the Veterans Park and moving the electric underground. The power will be cutoff to Village Hall for several hours during that time but should be coordinated around Village office hours. Two poles will be removed in that project.

Zoning Commission: none

Finance & Rule: Cash balance of all funds $ 1,432,957.22. All funds includes CDs and reserved or restricted funds, and debt reserve funds. August Bank Reconciliation was passed for review and approval. 3 rd Read: ORD 2021-8: AN ORDINANCE TO CERTIFY ACCOUNTS FOR COLLECTION WITH THE COUNTY AUDITOR FOR THE VILLAGE OF ATTICA, OHIO. Motion by: Councilman Bulger, seconded by Councilman Sanders to adopt ORD 2021-8. Vote: 4-1, with Councilman Stanfield voting no. Motion carried.

Water & Sewer: August Utility Adjustment Report was passed for review and approval.

Village Income Tax: none

Village Website & IT: none

Unfinished, Old Business and New Business: Resident Lance Drummond wondered if there was anything done about the electronic sign, as it is still not working. Asked for someone to look into it. Drummond also asked if the Village was doing anything for 9/11. It was noted that the school is planning a rather large event that day already. Motion by: Councilman Bulger, seconded by Councilman Sanders to set Trick or Treat for the Village for Sunday, 10/31 from 5:00pm-6:30pm. Vote: 5-0. Motion carried. Mayor Frisch noted that he may not be present at the next meeting, due to work responsibilities out of state.
