Mayor Nathan Frisch called the January 14, 2021 Village of Attica Council regular meeting to order at
7:32 PM.
Roll Call: Lynn Love, George Yakoubian, Ed Treft, Tim Bulger, Kirk Stanfield, Louis Sanders
Others Present:

Approval of Warrants: Motion by Councilman Yakoubian, seconded by Councilman Bulger to approve
the warrants for payment. Vote: 6-0. Motion carried.

Approval of Minutes: Motion by Councilman Love, seconded by Councilman Bulger to approve minutes.
Vote: 5-0, with Councilman Sanders abstaining. Motion carried.

Public Safety: FO Gullett explained the status of the police fund. Some of the BWC rebates that were
received in 2020 went into the police fund, and some court fines were still received. Expenses paid
include utilities, rent and insurance.

Streets & Properties: Councilman Bulger said that he took a look at resident Lance Drummond’s request
at the previous meeting about removing stop signs. His recommendation would be maybe to switch the
stop signs to the opposite directions, running East/West instead of North/South. Bulger is not in favor of
removing all of the stop signs at the intersection. He also stated that the alley is not named and would
require different signage if it was a named street. Drummond expressed that he would still rather have a
yield sign, and he will speak to neighbors. Councilman Bulger also stated that he would survey the
neighbors of that intersection.

Parks: Councilman Love reported that she called the YMCA regarding lifeguard training classes, and they
said to call back in late March or early April, as nothing has been set or decided yet.
Mayor Frisch requested that someone reach out to the baseball club to see if they have anything
needed for the ballfield areas that might fall under the Coronavirus money. Councilman Love will reach
out.

Trees: Tree Commission member Lance Drummond stated that it’s a new year, so he will try to contact
the companies who said try again next year for trimming. He also hopes to get a tree or two planted this
year.

Fire: Councilman Bulger reported: had meeting, paid bills, distributed a Year End Report that was
published by the AVR Fire Department about calls for the year.

EMS: Councilman Love reported: had meeting, paid bills, met with Willard but they were quite
expensive, gave a year end recap of activities and accomplishments from 2020.

Cemetery: none

Personnel: Councilman Bulger stated that he would like to bring the handbook ordinance off the table
so that things can get moving.Motion by Councilman Bulger, seconded by Councilman Yakoubian to bring ORD 2020-23 out of tabled
status. Vote: 6-0. Motion carried.

ORD 2020-23: AN ORDINANCE ADOPTING PERSONNEL POLICIES FOR EMPLOYEES OF THE VILLAGE OF
ATTICA, OHIO.

2nd Read: ORD 2020-25: AN ORDINANCE ESTABLISHING RATES OF PAY FOR VILLAGE EMPLOYEES.
Motion by Councilman Love, seconded by Councilman Yakoubian to amend ORD 2020-25 to read a 5%
wage increase for FO Gullett, making new salary $17,850. Vote: 6-0. Motion carried.

Zoning Commission: none

Finance & Rule: Cash balance of all funds $ 1,311,505.54. Year End Cash Balance Comparison Report and other year end reports were passed. FO Gullett advised that the government passed legislation to
extend the deadline for the Coronavirus funds to December 31, 2021. Those funds are not currently in
our budget, but will be added once we request an amended certificate of resources and can be
appropriated then. Gullett also stated that after contacting OBM, they advised that purchasing items
and donating them to the fire department was not an allowable expense. In order to to help them, we
would need to do a subgrant. In light of this, the solicitor also suggested rescinding the previous motion
in support of the donation. Mayor Frisch also stated that there was a price increase from the original
quote. It went from $48,198.74 to $48,500.54.


Motion by Councilman Love, seconded by Councilman Sanders to rescind the previous motion to spend
up to $48,198.74 in CARES Act money for the AVR fire department. Vote: 6-0. Motion carried.
Motion by councilman Bulger, seconded by Councilman Sanders to support a subgrant of $49,000 to the
AVR fire department from CARES Act money. Vote: 6-0. Motion carried.Water & Sewer: Councilman Yakoubian reported the Water/Sewer Committee had a meeting with RCAP
to talk about next steps with the valuation of the water system. They advised to get a valuation of the
water and/or sewer operations in either total worth or future production. More information would be
known after finding a valuation. It was suggested to contact our engineer, Lyn Makeever, as he would
already have much of the information regarding our system infrastructure. This would be a huge cost
savings by going to someone who already has our plans and information. Councilman Bulger stated that
it could be up to $350K to start from scratch.

Village Website & IT: Councilman Yakoubian reported: a security alert was put out regarding our old
firewall but we already had the new one installed so no worries there, he will be checking with GoDaddy
regarding some renewal and upgrade information with our website, will be updating the billing clerk’s
hours on the website.
